WEST CONTRA COSTA SANITARY LANDFILL HAZARDOUS WASTE MANAGEMENT FACILITY ENVIRONMENTAL IMPACT REPORT Dear Mr.- Powers and Board Members: The Department of Toxic Substances Control (Department) respectfully requests the Contra Costa County Board of Supervisors to authorize the County Community Development Department ,to assist us in the preparation of an Environmental Impact Report (EIR) for the closure plan for the hazardous waste management facility at the West Contra Costa Sanitary Landfill. The EIR is necessary for the Department to comply with the California Environmental Quality Act (CEQA) . The Department is the CEQA .Lead Agency on this project and would like Contra Costa County to assist us in the preparation of the EIR, as it has on other State projects. We foresee this process entailing review and evaluation of the application and associated documents, consultant recruitment, selection and contracting, and the public hearing process. We would like the Board of Supervisors's authorization for the Community Development Department participation, as stipulated in the Environmental Review Services Agreement dated May 16, 1989. We believe that the County's concerns to ,be held harmless can be worked out to our mutual satisfaction. If the Board of Supervisors has any questions, please contact Tony Morales at (510) 540-3958.
