SUBJECT: AUTHORIZATION TO SUBMIT APPLICATION FOR FUNDING FROM U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT UNDER THE FY 1994 RENTAL VOUCHER AND
RENTAL CERTIFICATE PROGRAMS
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3719 approving submission of an application for funding of
200 Vouchers and Certificates under the Fiscal Year 1994 Section 8 Rental Voucher and
Rental Certificate Programs, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Contract authority will be provided by HUD for the rental subsidy and
administration of Section 8 Rental Vouchers and Rental Certificates receiving Fiscal
Year 1994 funding.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On July 11, 1994 the U.S. Department of Housing and Urban Development (HUD)
issued a notice that 975 million of budget authority is available for incremental
rental vouchers and rental certificates. In the distribution of funds to HUD field
offices, allocation areas have been established to ensure sufficient competition
among housing authorities operating Section 8 housing programs within t,fi'e HUD
established allocation areas. Contra Costa County has been placed in the
Metropolitan Allocation Area of the San Francisco HUD Office. A total of
approximately 283 units, or $14,132,349 has been designated for this allocation area.
At its Regular Meeting on Monday, August 15, 1994 the Advisory Housing
Commission recommended adoption of Resolution No. 3719 approving submission of an
application for Section 8 Rental Vouchers and Rental Certificates under the Fiscal
Year 1993 funding allocation.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3719
authorizing the submission of an application to HUD for add=itional Section 8 Rental
Vouchers and Rental Certificates under the Fiscal Year 1994 funding al`location, the
Housing Authority of the County of Contra Costa coul"d forfeit 200 additional Section
8 Rental Vouchers and Rental Certificates.

RESOLUTION NO. 3719
AUTHORIZING SUBMISSION OF APPLICATION FOR
FUNDING UNDER THE FISCAL YEAR 1994
SECTION 8 RENTAL VOUCHER AND RENTAL CERTIFICATE PROGRAMS
WHEREAS, Section 8 of Title II of the Housing and Community Development Act
of 1974 provides for a program of Housing Assistance Payments to
residents of existing housing; and,
WHEREAS, the Housing Authority of the County of Contra Costa wishes to
apply to the U. S. Department of Housing and Urban Development
(hereinafter referred to as HUD) for additional units under the
Section 8 Rental Voucher and Rental Certificate Programs:
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of the
Housing Authority of the County of Contra Costa hereby authorizes
an application previously forwarded to the U.S. Deparmtent of
Housing and Urban Development by the Executive Director for
funding under the Fiscal Year 1994 Section 8 Rental Voucher and
Rental Certificate Housing Programs.
The Executive Director is further authorized to submit any
additional. information in support of the application which may be
required by HUD.
This resolution endorses a previously submitted grant and will take
effect upon approval of said grant application.
