SUBJECT: AGREEMENT TO CO-SPONSOR THE "WHAT WORKS! " CONFERENCES PRESENTED BY
THE NORTHERN CALIFORNIA COMMUNITY SERVICES COUNCIL, INC. , IN
COOPERATION WITH THE UNITED WAY OF THE BAY AREA
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Agree to CO-SPONSOR the "What Works ! " conferences presented by the
Northern California Community Services Council, Inc. , in
cooperation with the United Way of the Bay Area, tentatively
scheduled for November 2 and 3, 1994 in Oakland and San Francisco.
BACKGROUND:
The Northern California Community Services Council, Inc. is an
offshoot of the United Way of the Bay Area which has been spun off
as an independent non-profit corporation to do longer term
community social planning. It's Chair is former Supervisor Sunne
Wright McPeak. The Council, in conjunction with the United Way of
the Bay Area, is planning a series of two conferences, tentatively
November 2 and 4, 1994 in Oakland and San Francisco, the purpose of
which seems very similar to the Service Integration, Policy Academy
and Family Maintenance Organization activities which have been
reported to the Board of Supervisors by the Internal. Operations
Committee.
Specifically, the conferences will try to identify what national
research has found to be key to successful solutions to community
problems, what programs are working in the Bay Area, what
constitutes a "successful" program, and how "success" can be better
evaluated.

The conference proceedings will include a review of the national
research and critical insights from the conference on elements of
successful solutions and program strategies in the Bay Area. It is
hoped that this publication will then become a critical source of
cutting-edge information for funders and decisionmakers in the Bay
Area.
The Northern California Community Services Council, Inc. has asked
Contra Costa County (and will be asking the other Bay Area
counties) to agree to co-sponsor these conferences . Co-sponsorship
implies that the County would be willing to promote and publicize
the conferences to appropriate staff and organizations . In
addition, the County would be listed as a co-sponsor and the
Council would seek input from the County on program participants .
Since some of this same work is currently being undertaken by
County staff, it seems entirely appropriate for the Board of
Supervisors to agree to co-sponsor this effort and the conferences .

Enclosed please find some of our materials related to the two Fall "What Works!" Conferences for
which we are requesting the County of Contra. Costa's co-sponsorship.
As I described, the heart of the matter is that we arc attempting to bring together the best
examples of mechanisms and approaches for achieving such vital community goals as helping
children get ready to learn, preventing violence, promoting economic independence, strengthening
families and others.
Of great interest to decision makers and professionals will be:
• the research materials developed for the Conference;
the Bay Area "best practices" to be presented at the Conference; and
the Conference proceedings.
.We would be using the County in our list of co-sponsors and seek ideas from you for program
participants. Of course, we would presume that the County would promote and publicize the
conference among those who would realize its value.
