Miner, Executive Director Costa Contra Costa County Private Industry Council County DATE: September 1, 1994 �rT�_.�oc�r SUBJECT: Authorizing Execution of Contract (#19-1198-0) with Contra Costa Building Trades Council for the provision of Job Development Services SPECIFIC REOUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION I. RECOMMENDATION Authorize the Executive Director, Contra Costa County Private Industry Council, to execute on behalf of the County a standard form contract (#19-1198-0) with the Contra Costa Building Trades Council for Job Development and Placement Services for the period of September 1, 1994 through June 30, 1995 with a payment limit of $7,000.00, subject to approval by County Counsel as to legal form. II. FINANCIAL IMPACT None. 100 percent federal and state funds. III. REASONS FOR RECOMMENDATION/BACKGROUND Pursuant to a request in July 1993 from the State's Employment Development Department/Job Training Partnership Division soliciting participation in the State's Application to the U.S. Department of Labor (DOL) for a "Nontraditional Employment of Women (NEW) Act" demonstration grant, the Contra Costa County Private Industry Council submitted a program proposal incorporating the participation of the Pittsburg Adult Education Center for training and the Building Trades Council for job development and placement. Contra Costa' proposal for a pilot demonstration project was accepted by the State and incorporated as one of six demonstration sites in its application to the U.S. Department of Labor. On December 9, 1993, EDD informed Contra Costa that the State's application had been accepted for funding by the Department of Labor. The project is to provide classroom training, supportive services and volunteer work- experience for ten DTPA-eligible women participants. It is anticipated that at least five (5) of the participants will be placed in non-traditional building trades apprenticeship positions as a result of this contract and that an additional three (3) will be placed in non-traditional jobs with government or private agencies as maintenance w s.
