SUBJECT: In the matter of Selection of a Master Developer in
Connection with the Implementation of the North Richmond
Redevelopment Plan
The Contra Costa County Redevelopment Agency RESOLVES THAT:
The Agency has adopted, by Resolution No. RA 87-14, Rules for
Business Tenant Preference and Owner Participation in the North
Richmond Redevelopment Project.
Pursuant to those Rules, the Agency has notified affected property
owners within the Redevelopment Project Area that their parcels
will be assembled for redevelopment purposes, and has invited those
property owners to apply to the Agency to become master developers
in the Project Area.
Based upon the information submitted by responding property owners
and holders of beneficial interests in the property and the
recommendation of Agency staff, the Agency has concluded that the
entity listed below has requisite development and financial
expertise and ability.
The Agency therefore hereby selects the following entity as master
developer in the area specified below, provided that said developer
execute a Disposition and Development Agreement with the Agency
within 90 days of the date of this resolution.
1 . Community Housing Block bounded by 2nd,
Development Corporation 3rd, Chesley and
(CHDC) of North Richmond Grove, North Richmond

SUBJECT: Designation of Master Developer - Senior Housing, North Richmond
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ADOPT resolution designating Eden Housing, Inc. , in collaboration with
Community Housing Development Corporation of North Richmond, as the
Master Developer for a proposed Senior Housing development in the
North Richmond Redevelopment Project Area.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On June 14, 1994 the Governing Board of the Redevelopment Agency
designated a site in North Richmond for unified development as senior
citizen housing (block bounded by 2nd, 3rd, Chesley and Grove) , and
authorized staff to proceed with a master developer selection process.
Pursuant to the adopted Redevelopment Plan, and the Agency' s Rules for

to all property owners, and to parties with contingent interest in
property (i.e. , purchase contracts and options) , a Request for
Development Proposals. A collaboration of Eden Housing, Inc. and
Community Housing Development Corporation of North Richmond (CHDC) ,
both non-profit housing development corporations, submitted a joint
proposal.
Staff has reviewed the proposal of Eden Housing, Inc. and CHDC and
found it acceptable. CHDC has valid purchase contracts on some of
the properties proposed for this project and therefore qualifies
under the Owner Preference Rules .
