SUBJECT: COMPARISON OF MERIT SYSTEM FIRE DISTRICT BUDGETS

RECOMMENDATION:
Accept report from County Administrator comparing the merit system fire
district budgets for 1994-1995 and 1993-1994 .
REASONS FOR RECOMMENDATION/BACKGROUND:
On August 2 , 1994 the Board of Supervisors adopted the final budgets for
County Special Districts, Fire Districts and Service Areas for 1994-1995 .
During the discussion about the merit system districts and consolidation,
Supervisor Gayle Bishop asked about the difference in the amount of the 1994-
1995 merit system budgets as compared to the budgets for 1993-1994 .
The 1994-1995 budgets for the merit system fire districts total approximately
$49 . 9 million. In contrast, the budgets for the same districts in 1993-1994
totaled $46 . 8 million. The increase of $3 . 1 million for 1994-1995 is related
primarily to the following major cost items :
• Restoration of Normal Services and
Supplies Funding $1 .5 million
During 1992-1993 and 1993-1994
expenditures for maintenance of
facilities, replacement of damaged or
worn out equipment, the purchase of
expendable supplies and equipment and the
continuation of district programs were

substantially curtailed because of actual
and anticipated property tax revenue
losses due to State legislation. Now
that funding has become more stabilized,
the Fire Chief proposed and the County
Administrator recommended restoring these
funding areas to proper levels .
• Filling Vacant Positions $ . 87 million
During the last two fiscal years a number
of positions were held vacant because of
concerns over adequate funding. The
budgets for 1994-1995 include funding to
fill these vacancies, many of which are
in the fire suppression ranks (Fire
Fighter and Senior Fire Fighter) .
• Payment for Settlement of San Ramon
Valley Fire District Lawsuit $ .5 million
In 1993-1994 the San Ramon Valley
District lawsuit against the County over
the Special District Augmentation Fund
was settled. The settlement released
$2 . 6 million to County fire districts in
1993-1994 and requires the districts to
pay San Ramon Valley Fire $ .5 million
over the next six years . This is the
first year of the required settlement
payment. The merit system districts'
share of the payment is approximately
$473,000 .
• Purchase of Large Diameter Hose $ .2 million
Prior to the recent fire district
consolidation, most of the fire districts
involved in the consolidation had
initiated the use of large diameter hose.
For purposes of standardization and
operational compatibility throughout the
consolidated district, it is necessary to
purchase additional hose to equip all
appropriate district fire apparatus .
• Appropriations Limit Election $ . 15 million
Contra Costa County Fire District is in
the last year of a voter-authorized
appropriations limit. Accordingly, it is
necessary to seek voter approval in
November to continue an adequate
appropriations limit.
Total $3 .22 million
The amount of the above-listed cost increases exceed the $3 . 1 million
increase in the 1994-1995 budget. This apparent discrepancy is the result of
numerous minor decreases in various line items.
