SUBJECT: APPROVAL OF PERSONAL SERVICES CONTRACT FOR ACTIVITIES
ASSOCIATED WITH ENHANCED SERVICE INTEGRATION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve and authorize the County Administrator or his designee to
execute a contract with Dr. Katherine L. Armstrong in the amount of
$25,000 to conduct work associated with enhanced service
integration activities that are more effective and efficient, and
implementation of a Community Action Plan in the North Richmond
community.
BACKGROUND:
Agencies comprising the Youth Services Board (Social Services,
Health Services, Probation, Juvenile Court, Superintendent of
Schools and the County Administrator) have been working closely
together to better coordinate services to families and children in
an attempt to identify and implement innovative service delivery
systems . As a result of those efforts, the concept of Family
preservation has been developed and implemented on an inter-
disciplinary, inter-departmental basis .
The Board of Supervisor determined that there was a need for an
individual to assist in the process of moving toward earlier
identification of problems and preventive intervention which will
preclude or reduce the need for intensive and expensive
intervention by government. It was determined that Dr. Armstrong
would be that individual involved in a three-year effort to develop
work strategies and plans to meet the needs for real progress in
the county mission of improving the health and well-being of
children and their families by redesigning County public services
to be community-based, family-centered, comprehensive and
interagency.

With the completion of the design of how family service integration
teams will function in the two communities of North Richmond and
West Pittsburg/Baypoint, Dr. Armstrong' s services are now available
for additional assignments . Through a contribution by the
Zellerbach Family Fund, it has been determined that Dr. Armstrong
would be able to work on the following items :
1 . Help Contra Costa County identify state and federal waivers
needed to eliminate those regulations and administrative
requirements which impede the integration of services, hinder
community-based family-centered approaches and prevent the
county from shifting resources to prevention activities .
Dr. Armstrong will complete a thorough study of the work
processes in the various Income Maintenance programs, In Home
Support Services, and the GAIN program, to determine how
20-30% of the staff time can be redirected into community
service and prevention oriented activities promoting community
life, encouraging residents ' self-sufficiency and supporting
the strengthening of family life.
2 . Assist the North Richmond Municipal Advisory Council in
implementing a community action plan and following
implementation of their top priority items . To accomplish
these items will require a continuance of efforts related to
ex-felons jobs proposal, small business and self-employment
project, California reinvestment committee' s efforts to secure
finance for small businesses and implementing adult education
programs related to job readiness, obtaining high school
diploma and English as a Second Language.
The aforementioned activities should assist the county in its
efforts to bring services in a more effective and efficient manner
to identified target populations .
WORK PLAN FOR ENHANCED FAMILY SERVICES INTEGRATION
July 1, 1994 - June 30, 1995
The contractor will provide a proposal, the purpose of which will
be the design of implementation of a Waiver Proposal/Re-engineering
study. Such a study will provide information on how the current
fragmented system of services can be restructured so that County
services are both:
1 . Effective--helping clients achieve agreed-upon outcomes which:
a. Improve the health and safety status of children and
families;
b. Increase economic stability and self-sufficiency of
families;
C. Promote and increase the number of intact families;
d. Develop a support system for children to succeed in
school .
2 . Efficient--a) insurance that money and human resources are
used to add value, b) that money and resources are available
to promote preventive services and c) improve the quality of
life in the communities in which a large percentage of County
clients live.
This study is also meant to support the development of a high
quality AD 1741 proposal to the State. This proposal will describe
what state and federal rules must be waived in order to improve the
effectiveness and efficiency of services and state how Contra Costa
County will track performance and document achievement of outcomes .
The work plan includes three stages of activities :
1 . Assessment Stage to be completed in July and August (ten
days of work) .
a. Identify the system's current operation in Health,
Service, and Probation, from intake through
termination;
b. Diagram the existing system so all can understand
the redundancies and overlap of these three
departments and their activities;
C. Develop an analysis of client needs and wants in
relationship to obtaining the unexpected outcomes .
2 . Re-engineering Stage to be completed in September (ten
days of work) .
a. Determine how the system should operate, what
service delivery process will maximize achievement
of outcomes for the clients in the North Richmond
and Bay Point communities;
b. Create a chart/diagram that compares what rules and
regulations must be altered and what activities
will replace these rules to achieve a client
delivery system that leads to improved outcomes;
3 . Write up proposal sections relevant to this study for
AB 1741; completed by October 8, 1994 (six days of work) .
Contractor will provide progress reports to the County
Administrator and designated County staff in completion of the
study to insure that all actions and time are well coordinated with
the implementation of services integration.

In addition, the contractor will provide 50% of her time to assist
in the efforts of the North Richmond Municipal Advisory Council in
implementing their community action plan and achieving priority
items in that plan. She will continue efforts to assist the MAC
inprograms for an Ex-felon Jobs Proposal, Small Business and Self-
Employment Project; providing liaison between the California
Reinvestment Committee and the MAC; and the implementation of adult
education programs relating to job readiness, obtaining a high
school diploma and English as a Second Language.
Invoices for payment will be submitted, along with monthly progress
reports, on a monthly basis . Such invoices are to have listed each
project worked on and the amount of hours spent in each area.
Invoices are to be submitted to the County Administrator by the 5th
working day of each preceding month. The contractor will provide
during the fiscal year 1994-95, 417 hours of consultation at the
$60 an hour to the payment limit of $25,000 . Upon approval by the
County Administrator, the contractor will be reimbursed for
services provided.

12. Access to Books and Records of Contractor Subcontractor. Pursuant to Section
1861(v 1) of the Social Security Act, and any regulations promulgated thereunder,
Contractor shall, upon written request and until the expiration. of four years after. :the
furnishing of services pursuant to this Contract, make available to the Secretary,:;of
