SUBJECT: Reject Bids Received on July 26, 1994 and Authorize Readvertising for Bids for the San
Pablo Dam Road Slide Repair at Station 272+00 in the El Sobrante Area.
Project No. 0672-6R6530-93, CDD CP # 94-14
Specific Request(s) or Recommendation(s) & Background & Justification
I. RECOMMENDED ACTION:
REJECT bids received on July 26, 1994 for the San Pablo Dam Road Slide Repair at Station
272+00 Project, and
The Board Orders that any bid bonds posted by the bidders are to be exonerated and any
checks or cash submitted for security shall be returned.
READVERTISE for bids to be received on Tuesday, September 6, 1994 at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code at least 21 days prior to bid opening.
11. FINANCIAL IMPACT:
The estimated contract cost of the project is$80,000, funded by the Federal Aid Storm Damage
Repair Funds (88.5%) and County Road Funds (11.5%)
111. REASONS FOR RECOMMENDATION/BACKGROUND:
The Plans and Specifications for the San Pablo Dam Road Slide Repair at Station 272+00
Project were approved and the project was advertised on June 28, 1994. The bids were
received July 26, 1994. There are technical problems with the bid documents, which jeopardize
the federal participation in the funding of the project if those bids are awarded. Therefore, it is
recommended that the Board reject the bidsd e above project.

The project is needed to repair slide damage in the road embankment to prevent further
deterioration and endangerment of the roadway.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
party upon request.
The Board reviewed and approved the project on April 12, 1994 and determined the project to
be exempt from the California Environmental Quality Act as a Class 1 c categorical exemption.
A Notice of Exemption was filed with the County Clerk on April 20, 1994.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the bids are not rejected and the project not readvertised, it will not be constructed.
