SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Adopt Water Agency Fiscal Year 1994/95 program budget. 2. Authorize Chair to sign a letter of support for the third phase of the San Francisco-to Stockton Ship Channel project. REASON FOR RECOMMENDATION/BACKGROUND 1. The Water Committee reviewed the following program budget at their meeting on July 25, 1994, and recommends it for adoption. Discussion at the meeting focused on the relative priority of the projects, specifically, that initiation or continuation of some projects are contingent upon other sources of funding. Therefore, staff levels of participation in these areas may vary as a result. 2. Contra Costa County has been the local sponsor for, and has supported this project for many years. The third phase project involves the deepening of the ship channel from Richmond to Avon, in the shallower areas, to 45 feet. The County has been actively engaged in working with the Corps and a number of other agencies and industries on background testing and discussion to enable environmental documentation to be prepared in late 1994, and to go to the public for review in mid 1995. Issues requiring the most attention include potential salinity increase and disposal of dredged materials. Disposal alternatives include deep ocean and upland, including levee rehabilitation and wetlands creation. Staff breakdown is as follows: Salary and Fringes (for 1 permanent full-time planner) $71,800 Department Overhead (Secretary) $12,000 $83,800 1 part-time planner or contract employee $35,000 Total Staff Costs: $118,800 NOTE: Permanent staff and related overhead does not reflect costs as outlined in the July, 1991 Management Service Institute (MSI) Cost of Services Study (recognized through County Ordinance 91-40). 3. NOTE: The budget shall reflect a total of $50,000 loaned to the Sheriff-Coroner in 1991. (Not included in above budget; considered a receivable for future years.) Colonel Walsh: , Contra Costa County Board of Supervisors welcomes you to the San Francisco Bay area, and we look forward to working with you 'on the Phase III San Francisco-to-Stockton Ship Channel deepening project. The Board continues to support this project and is the local sponsor. The 1965 authorization of the overall San Francisco-to-Stockton project resulted in deepening of the San Francisco Bar, Richmond Long Wharf, and Stockton Channel . After many years of relative inactivity it is encouraging to see the project' s third and final phase (dredging of approximately 9 million cubic yards of channel sediment from Richmond to Avon) move forward. Use of larger vessels, coupled with increases in the number of vessels entering the Bay and Delta area, underscore the importance- of deepening the channel 's final section to 45 feet. Channel deepening would allow larger vessels more flexibility to move up the channel, and would reduce lightering (transfer of cargo to smaller vessels) . The President' s budget includes $700,000 for Corps work on this project in 1995 for engineering, design, and environmental review. Challenges in the near future will include drafting and public review of the Environmental Impact Statement/Report, which will cover salinity impacts and resultant mitigation, as well as the range of disposal possibilities (deep ocean to upland and wetland creation) . The Board looks forward to the construction of the project, scheduled to begin in 1997 and its completion by 1999 .
