SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3714 AUTHORIZING the Executive Director of the Housing
Authority of the County of Contra- Costa to execute Amendment No. 10 to the State of
California Department of Housing and Community Development Housing Assistance
Payments Program Contract Number HAP-006, transferring responsibility for the Section
8 Aftercare Program from the State of California Department of Housing and Community
Development to the Housing Authority of the County of Contra Costa, as mandated by
the U. S. Department of Housing and Urban Development on July 1, 1994, and as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The contract period has been reduced to December 31, 1994, with the total
Annual Contributions Contract amount calculated at $772,821. The Housing Authority
of the County of Contra Costa will be receiving an Annual Contributions Contract
amendment from the U. S. Department of Housing and Urban Development which will
continue contract authority for these 148 dwelling units under the Section 8
Aftercare Program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority has received notification from the State of California
Department of Housing and Community Development and from the U.S. Department of
Housing and Urban Development that effective July 1, 1994, responsibility for
operation of the Section 8 Aftercare program, currently being operated by this Housing
Authority and containing 148 dwelling units under the Section 8 Aftercare Program,
has been transferred to the Housing Authority of the County of Contra Costa.
Amendment No. 10 to Contract No. HAP-006 reduces the contract period to December 31,
1994 and recalculates the contract amount at $772,821. These changes were necessary
for the State Controller's Office to appropriately regulate the contract in
anticipation of the Aftercare units being transferred directly to our agency on July
1, 1994.

At its Regular Meeting on Monday, July 18, 1994 the Advisory Housing Commission
voted to recommend approval of Resolution No. 3714 approving Amendment No. 10 to the
Hosuing Assistance Payments Aftercare Program Contract No. HAP-006 and authorizing
execution by the Executive Director of the Housing Authority.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3714, the
Housing Authority would lose all funding for the 148 dwelling units under the Section
8 Aftercare Program on December 31, 1994.

OF HOUSING AND COMMUNITY DEVELOPMENT HOUSING ASSISTANCE
PAYMENTS PROGRAM CONTRACT, AMENDMENT NO. 10 - SECTION 8
AFTERCARE HOUSING ASSISTANCE PAYMENTS PROGRAM
CONTRACT NUMBER HAP-006
WHEREAS, the Housing Authority of the County of Contra Costa and the State of
California Department of Housing and Community Development entered
into a Housing Assistance Payments Program Contract for the Section 8
Aftercare Program; and,
WHEREAS, on July 1, 1994 the U. S. Department of Housing and Urban Development
transferred the responsibility for administering Section 8 Aftercare
programs from the State of California Department of Housing and
Community Development to local housing authorities; and
WHEREAS, the State of California Department of Housing and Community
Development has forwarded Amendment No. 10 to the Section 8 Aftercare
Housing Assistance Payments Program, Contract No. HAP-006 transferring
responsiblity for the Section 8 Aftercare Program currently being
operated by the Housing Authority from the State to the Housing
Authority of the County of Contra Costa:
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. That the Board of Commissioners of the Housing Authority of the
County of Contra Costa does hereby approve and accept Contract
No. HAP-066, Amendment 10.
2. That the Executive Director is hereby authorized and directed to
execute five counterparts of the "Standard Form Agreement" on
behalf of the Housing Authority of the County of Contra Costa,
and is hereby authorized to impress and attest the official seal
of the Housing Authority on each such counterpart and to forward
such executed counterparts, or any of them, to the State of
California Department of Housing and Community Development
together with such other documents evidencing the approval and
authorizing the execution thereof as may be required by the
State.
3. This resolution shall- take effect immediately.

Enclosed is an amendment governing your organization's operation of the Section 8
Aftercare Program. This amendment increases the contract, amount by $958,844 and
specifies an ending date of December 31, 1994. The ACC amount is $772,821. The total
amount was calculated at $772,821 for two years and the project.account balance at
June 30, 1992 of $170,930. These changes were necessary in order for the State
Controller's Office to appropriately regulate the contract.' The ACC amount is comprised
of Project 015, $58,932; Project 021, $111,240; Project 034, $135,240; and Project 056
(001 replacement) $467,409. The contract period has been reduced in anticipation of the
Aftercare units being transferred directly to your agency on July 1, 1994.
The State Administrative Manual (Section 1212.3) requires that the signed amendment
be accompanied by a resolution from your governing board. The content of the resolution
must indicate approval of the amendment and authorize its execution by the governing
board. Language used in the resolution must clearly identify the amendment by program
and contract number. It should also state acceptance of the amendment and specify who
has signature authority on behalf of the governing board. The person who signs the
resolution cannot be the same individual who has signature authority for the governing
board.
SB 1120, Chapter, 1170, Statutes of 1990, Government Code Sections 8355(a) - (c) and
8356(x) also requires that every Contractor must certify that a drug-free workplace will be
provided. Drug-Free Workplace Certification is included as Attachment C.
Please sign and return the enclosed contract amendment. A frilly executed copy of the
amendment will be returned to you. The signed contract amendment and two copies of the
resolution from your governing board should be mailed to:
