On July 20, 1994, the Board of Supervisors received a letter from the Antioch Unified School District along with Resolution 1993-94-11 of the Antioch Area Public Facilities Financing Agency requesting the Board of Supervisors of Contra Costa to direct the Registrar of Voters to do all things necessary and proper for the conduct of a special mailed-ballot election as specified in the resolution. IT IS BY THE BOARD ORDERED that the County Clerk is AUTHORIZED to conduct a special mailed-ballot election on November 29, 1994 , in the Community Facilities District No. 1989- 1, as requested by the Secretary, Antioch Area Public Facilities Financing Agency. Wells, Secretary AAPFFA Community Facilities District 1989-1 JRW:bmc cc: Dan Bort Enclosure �r� 1 i-- RESOLUTION NO. 1993-94-11 RESOLUTION CALLING SPECIAL MAILED-BALLOT ELECTION IN COMMUNITY FACILITIES DISTRICT NO. 1989-1 (CHANGE PROCEEDINGS) ANTIOCH AREA PUBLIC FACILITIES FINANCING AGENCY CONTRA COSTA COUNTY, CALIFORNIA WHEREAS, reference is made to the Board's Resolution No. 1993-94-10, Resolution of Consideration to Alter the Rate and Method of Apportionment of Special Tax for Community Facilities District No. 1989-1, Antioch Area Public Facilities Financing Agency, dated April 25, 1994. NOW, THEREFORE, BE IT RESOLVED that the public hearing called in Resolution No. 1993-94-10 having been duly held, and less than a majority protest against the proposed changes having been filed, the changes proposed in said Resolution No. 1993-94- 10 shall be submitted to the voters pursuant to California Government Code Section 53338. BE IT FURTHER RESOLVED that the measure to be submitted to the voters within Community Facilities District No. 1989-1, Antioch Area Public Facilities Financing Agency, Contra Costa County, California, shall read as follows: Shall the Governing Board of the Antioch Area Public Facilities Financing Agency be authorized to alter the Rate and Method of Apportionment of the Special Tax to add a prepayment mechanism in Community Facilities District No. 1989-1 ("CFD 1989-111) , as described in its Resolution !No. .1993- 94-10 dated April 25, 1994? BE IT FURTHER RESOLVED that this Board hereby requests the Board of .Supervisors of the County of Contra Costa, pursuant to Elections Code Section 22003, to conduct this special mailed- ballot election on November 29, 1994. BE IT FURTHER RESOLVED that the Board also hereby requests the Board of Supervisors of the County of Contra Costa to direct the Registrar of Voters to do all things necessary and proper for the conduct of this special mailed-ballot election, including (but not limited to) : establishing precinct boundaries and polling places; selecting and employing election officials; publication of notices; solicitation and receipt of arguments for and against the measure and rebuttal arguments; solicitation of an impartial analysis from the County Counsel; preparation and distribution of sample ballots and ballot pamphlets; the conduct of -the election; the counting of ballots and the canvassing and certification of the election results. The President is hereby authorized to execute the service contract on behalf of Antioch Area Public Facilities Financing Agency.
