SUBJECT: CSA EM-1 Tentative Report
SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Adopt resolution confirming Tentative Report for CSA EM-1 (Emergency
Medical Services) and declaring. intent to levy. specified service charges
as assessments to be collected with the FY 1994-95 property taxes.
FISCAL IMPACT•
No General Fund impact. Proposed FY 1994-95 assessments for CSA EM-1
total $3 , 912 , 461 . 46 .
BACKGROUND:
Revenues from the CSA EM-1 assessments are used to provide an enhanced
countywide emergency medical service system as .approved by the voters
with the passage of Measure H in November 1989 . This CSA is now in its
fifth year of operation. Enhanced EMS services include (1) the addition
of six staffed paramedic ambulance units bringing the. total number
available to respond to 9-1-1 calls to 19 ; (2) training and equipping
firefighters countywide with automatic defibrillators; (3) improvements
in the communications systems used for providing base hospital medical
direction to paramedics in the field and for dispatching ambulances; (4)
providing caches of medical supplies stored at fire stations for use in
multicasualty incidents or disasters; and (5) costs for maintaining
access to the Poison Control Center for 9-1-1 calls.
The basic assessment rate proposed for Zone B, comprising all the area
of Contra Costa County except for San Ramon Valley, is $9 . 22 per single
family residence or benefit unit. The rate proposed for Zone A (San
Ramon Valley) , which does not include paramedic ambulance subsidy, is
$3 . 94 . These rates represent no change from the assessment rate charges
for FY 1993-94 .
CONSEQUENCE OF NEGATIVE ACTION:
Failure to set' the CSA EM-1 assessment rate prior to August 16, 1994 may
result in the EM-1 assessment not being included in the p perty tax
bills. /

Notice is hereby given that on Tuesday, August 2, 1994 at 11:00
a.m. in Room 107, 651 Pine Street, Martinez, CA the Contra Costa
County Board of Supervisors will consider a tentative report relating to
basic service charges for CSA EM-1 (enhanced emergency medical
services) for the year 1994-1995.
A copy of the report is on file and may be inspected at the office of
the Emergency Medical Services Agency, 50 Glacier Drive, Martinez,
CA. This report, together with its accompanying documents, indicate
the service charge for each parcel of property. These documents are
available for inspection Monday through Friday, 8:30 a.m. - 12:00
noon and 1 :00 - 5:00 p.m. The service charge for a residential single-
family dwelling will not exceed $9.22, which was the charge in effect
for the prior year.
Any written objection or protest to the tentative report should be filed
with the Clerk of the Board of Supervisors, 651 Pine Street, Room
106, Martinez, CA prior to the hearing.
