GRADING INSPECTOR I
DEFINITION:
Under general supervision, performs technical engineering office and field work in
the review, inspection and clearance of construction operations covered under
County Grading and subdivision Ordinances; and does related work as required.
DISTINGUISHING CHARACTERISTICS:
Grading Inspector I is the journey level classification in the grading inspection field.
The level of supervision received varies depending upon the scope and complexity
of the construction projects to which assigned.
This class is distinguished from the class of Grading Inspector II in that the latter,
in addition to conducting complex technical engineering office and field work, is
responsible for training and providing day-to-day work direction to Grading
Inspector; it is distinguished from the class of Senior Grading Inspector in that the
latter is in charge of the grading division of the Building Inspection Department.
TYPICAL TASKS:
- Reviews development plans, specifications and engineering reports for
conformance to Ordinance requirements;
- Assists in the issuance of permits and advises the public on ordinance
regulations;
- Conducts field inspections of construction projects focusing on grading and
erosion control, drainage structures and building foundations;
- Inspects private road improvements to insure compliance with Subdivision
Ordinance Codes;
- Notifies builders and/or contractors of on-site deviations or, omissions from
approved plans;
- May issue "stop work" orders to halt dangerous or illegal work;
- Answers complaints regarding suspected ordinance violations;
- Makes on-site inspections to determine grading and drainage requirements
prior to building construction or development;
- Conducts field inspections and makes recommendations on procedures to
correct slide and site drainage problems;
- Maintains inspection records;
- Prepares reports and correspondence.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operator's License.
Education: Possession of a high school diploma, G.E.D, equivalency, or a high
school proficiency certificate.
Experience: Three years of full time or its equivalent technical field engineering
experience at least one year of which must have provided specific familiarity with the
basic principles of solids mechanics grading and drainage as they are applied to
foundations, excavations, and slope grading and control.
Substitution: Successful completion of engineering coursework at an accredited
college or university may be substituted for the required experience on a ratio of 30
units for one year's experience up to a maximum of two years. No substitution is
permitted for the one year of specialized experience which provided specified
familiarity with the basic principles of sold mechanics, grading, and drainage.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the basic principles of soils mechanics; knowledge of testing and field
control of grading operations; knowledge of soils mechanics knowledge of geology as
applied to soils engineering; knowledge of the Uniform Building Code as applied to
foundations, excavations, slope grading and control, ability to read and interpret
soils testing reports and simple grading plans, ability to deal tactfully and
effectively with developers, contractors, and the public; ability to prepare clear and
concise technical reports.
