Retitle Senior Grading Technician to Grading Inspector II and reallocate salary to
C3-2002 ($3707-4087). Reallocate person and position Senior Grading Technician, position
#34-43 to Grading Inspector II.
Amend Resolution 71/17 establishing positions and resolutions allocating classes to the

GRADING INSPECTOR II
DEFINITION:
Under general supervision, performs complex technical engineering office and field
work in the review, inspection and clearance of construction operations covered
under County Grading and Subdivision Ordinances; provides training and lead
direction to other staff; and does related work as required.
DISTINGUISHING CHARACTERISTICS:
Grading Inspector II is responsible for the more complex technical engineering field
and office work of the grading division. This class is distinguished from Senior
Grading Inspector in that the latter is responsible for administering the overall
activity of the grading division and for coordinating grading related programs with
other county departments and outside agencies. Grading Inspector II reports to the
Senior Grading Inspector
TYPICAL TASKS:
Reviews development plans, specifications and engineering reports for
conformance to Ordinance requirements;
Assists in the issuance of permits and advises the public on ordinance
regulations;
Performs technical engineering office and field work in the application of
grading standards and requirements for major subdivisions, commencing with
review of tentative maps covering topography and soil engineers' report,
followed by on-site inspections and eventual project approval;
- Conducts and/or coordinates plan checking work on all applications for minor
subdivisions including on-site inspection of individual parcels and conditions
or road access;
- May request or recommend that additional engineering data be submitted by
minor subdivision developers;
- Conducts field inspections of construction projects focusing on grading and
erosion control, drainage structures and building foundations;
- Notifies builders and/or contractors of on-site deviations or omissions from
approved plans and may issue "stop work" orders to halt dangerous or illegal
work;
- Answers complaints regarding suspected ordinance violations;
- Makes on-site inspections to determine grading and drainage requirements
prior to building construction or development;
Conducts field inspections and makes recommendations on procedures to
correct slide and site drainage problems;
Transmits or requests information from Building Inspectors, other
departmental personnel, and other county departments;
Explains ordinance provisions to developers, contractors and the general
public, including explanation of specific requirements covering fees, filing
procedures and required plans for grading and/or subdivision work;
Provides technical assistance to other department staff;
- Prepares reports and necessary correspondence.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operator's License.
Education: Possession of a high school diploma, G.E.D. equivalency or high school
proficiency certificate.
Experience: Two years of full-time experience or its equivalent in a public agency
inspecting grading and drainage for foundations, excavations and slope grading and
control.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of testing and field control of grading operations; knowledge of soil
mechanics; knowledge of geology as applied to soils engineering; knowledge of the
Uniform Building Codes as applied to foundations, excavations, slope grading and
control; ability to read and interpret soils testing reports; ability to provide work
direction and on-the-job training to others; ability to deal tactfully and effectively
with developers, contractors and the public; ability to prepare clear and concise
technical reports.
