S. ) RESOLUTION NO. 94/378 Department of Veterans ) Affairs ) WHEREAS, JOHN C. SPANGLER, a Contra Costa County resident in the city of Lafayette, California, began his exemplary service to his country as a U. S. Navy Officer; and WHEREAS, JOHN' s eight year Naval career came to a sudden end, September 1968, the result of serious combat injuries while serving with the U. S. Naval Riverine Forces in South Vietnam and subsequently was awarded the Purple Heart Medal, the Navy Commendation with Combat Valor and Goldstar in lieu of second medal and many other decorations and citations for his distinguished service in the U. S. Navy; and WHEREAS, JOHN began his U. S. Department of Veterans Affairs (VA) , formerly the Veterans Administration, career July 1974 at the VA Regional Office (VARO) in San Francisco as a Veterans Benefits Counselor and Management Analyst . He also worked at the VA Central Office in Washington, D.C. as a Management Officer before becoming the Assistant Director of the VARO Portland, Oregon. In October 1981 , John returned to VARO San Francisco until his retirement May 1994 at VARO Oakland, California; and WHEREAS, JOHN had an outstanding reputation for compassionate service and leadership in Veterans Affairs thereby earning the respect of his superiors , subordinates , veterans organizations , county veteran service offices throughout California and the clients he served; and WHEREAS, JOHN set and accomplished the highest standards of public service while maintaining his friendly and professional manner for which he was recognized; NOW, THEREFORE, BE IT RESOLVED THAT THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS does hereby acknowledge the dedicated service and retirement of JOHN C. SPANGLER and, to further wish him a peaceful and prosperous retirement . PASSED AND ADOPTED on August 2, 1994 by a unanimous vote of the Board Members present .
