SUBJECT: Send a Letter to CHP in support of the SR4 Corridor Candidate Safety Project.

I. Recommended Action:
AUTHORIZE the Chair of the Transportation Committee to send a letter to the California
Highway Patrol (CHP) in support of the State Route 4 Corridor Safety Project application.
II. Financial Impact:
None.
III. Reasons for Recommendations and Background:
On June 28, 1994 the Department of California Highway Patrol requested local agencies to
nominate candidates for the Corridor Safety Project program administered through the Office
of Traffic Safety. Their goals are to select a corridor to prepare an in depth safety study,
implement its recommendations, and demonstrate that a multi-disciplinary cooperative effort of
Federal, State and local agencies can improve traffic safety. The corridor should have higher
than average collisions between 1990 and 1992, between 5 and 50 miles in length, and have a
minimum traffic volume of 10,000 vehicles per day.
The County has no local roads which would meet the criteria. State Route 4 in this County
meets the criteria. The Martinez Division of the Highway Patrol has submitted State Route 4 as
their candidate project. This action is to show support for the project. Should the project be
selected, a task force made up of Federal, State, County, regional agencies and private sector
representatives, will make recommendations to improve traffic safety and emergency medical
response on the corridor.

Dear Mr. Follett:
We thank you for the opportunity to submit local roads for corridor safety projects funded
by the Office Of Traffic Safety (OTS). The County does not have any local roads which
meet the criteria. However, State Route 4 from 1-80 to San Jouquin County does meet the
criteria and we understand that Captain Val Daniels of the Contra Costa County CHP has
submitted this corridor as a candidate project. Many accidents have occurred on this
section of State Route 4. The traffic volumes are very high on most of this route and more
importantly, 20% of the volume are trucks.
The Contra Costa County Transportation Committee and Board of Supervisors strongly
support the application and are committed to working with the Highway Patrol to improve
the safety of this route. We recommend that the State Route 4 candidate project be
selected as a corridor safety project.

Dear Mr. Walford:
In the fall of 1992,the California Highway Patrol (CHP) received funds to coordinate a corridor
safety project. The project concept was to select a stretch of roadway on which there were
a disproportionate number of traffic accidents. A 21-mile stretch of State Route 1 in Ventura
County was chosen as the initial corridor, and a multiagency task force was assembled.
The task force, made up of federal, state, county, regional, and local agencies, and private;
sector representatives identified problems and made corresponding recommendations to
improve traffic safety and emergency medical response on the corridor.
As a result of these efforts, a number of changes are being made on the route. The CHP and
the Oxnard Police Department are using overtime funds provided through the grant to enhance
enforcement. Micro-cell sites and 28 call boxes are being installed to improve communication
in an area where terrain has blocked radio/cellular transmissions. Signing and striping changes
are being made, funds have been requested for two major construction projects, six signs have
been erected along the route encouraging motorists to COAST - Concentrate On A Safe Trip,
and a public awareness campaign is underway.
As a result of these accomplishments, the Office of Traffic Safety has approved funding for
the second phase of the corridor safety project. We are currently in the process of selecting
the second corridor.
We are soliciting local input in the selection process and wanted to extend the opportunity to
recommend potential county roadways for consideration as the next corridor. State routes are
being evaluated on the following criteria:
• The road should be at least five miles long but no longer than 50 miles.
• The road should have an annual average daily traffic (AADT) of at least 10,000
vehicles.

• The road should have a higher than average number of fatal, injury, and total collisions.
• 1990, 1991, and 1992 data are being used.
To keep the process consistent, we request that you use these criteria as you select a county
road to recommend as a potential corridor.
Please send your recommended roadway, along with its length, fatal, injury, and total
collisions, and the total number of persons killed and the total number of persons injured to
