RECOMMENDATIONS:
AUTHORIZE the Internal Operations Committee to interview the
following four finalists for the Retirement Board vacancy and
return to the Board with a recommendation for an appointment:

Jerome Edward Hatfield of Martinez
Jessie J. Lee of Concord
James R. Workman of Orinda
BACKGROUND:
The County Employees Retirement Association is governed by a nine
member Retirement Board. Various employee groups elect four of the
members (2 by current general members, 1 by current safety members,
and 1 by current retirees) . The Board of Supervisors has 4
appointments . The County Treasurer-Tax Collector is an ex-officio
member.
On April 26, 1994; the Board of Supervisors received and referred
to the Internal Operations Committee the resignation of Gerald
Cruson from the Retirement Board. Mr. Cruson is one of the Board' s
four appointees . On May 17 , 1994, the Board of Supervisors
authorized our Committee to advertise for these seats, interview
the applicants and make a recommendation to the Board of
Supervisors . We have advertised for this vacancy and have received
a total of 32 applications .

On August 8, 1994 our Committee interviewed 25 applicants . We were
absolutely overwhelmed with the background, experience, knowledge,
interest, and dedication of all of the applicants . Clearly it was
extremely difficult for us to narrow this excellent field down to
a single individual to nominate for appointment to the Retirement
Board. As a result, we have narrowed the field down to four
individuals we would like to interview again and from whom we will
attempt to select a single nominee to place before the Board of
Supervisors .
