The County desires to enhance the access to hospital care for its poor patients who reside in the east and west regions of Contra Costa County. Medi-Cal recipients have a choice of health plan or fee for service hospital care at payment rates established by the State of California. All hospitals in Contra Costa County accept Medi-Cal patients, except Doctor's Hospital in Pinole and San Ramon Regional Medical Center in San Ramon. The County has a statutory obligation under Welfare and Institutions Code section 17000 to provide hospital care to persons who are indigent under the county's standards, and the County receives state funds to provide hospital care to medically indigent adults . The County has established the Basic Adult Care program to provide health care to section 17000 indigents and to medically indigent adults who, taken together, are the only poor. persons for whom the County is legally required to provide hospital care. Basic Adult Care program members are not entitled to Med-Cal benefits and presently have no choice as to their hospitalization. They are required to receive their hospital care at Merrithew Memorial Hospital in Martinez.
