Dear Chairperson Powers:
The Board of Supervisors recently enacted Resolution No. 94/343 which abolished several Boards, Commissions
and Committees. Among those abolished was the Emergency Communications Advisory Board (SCAB). This
Advisory Board was established by specific action by the Board of Supervisors on December 18, 1990. The
charge to ECAB included handling referral matters from the Board of Supervisors in the area of emer&ency
communications;a review of existing systems within the county; and the determination of needs for better inter-
agency linkages for the coordination of communications during emergencies or disasters.
The various agencies associated with ECAB have worked vigorously to deal with the charge established by the
Board, as is evident in the annual reports made to the Board of Supervisors. The charge to ECAB is not yet
complete. As is evidenced by the various local emergencies or disasters which befall communities within the
County, we need to continue our work on interagency linkages and coordination. One immediate project of
immense magnitude is the Community Warning System. Another is how to economically and operationally deal
with the major changes in frequency coordination being conducted by the Federal Communications Commission.
It simply would not be in the best interests of local agencies, nor county government to simply abolish ECAB
with no thought to continued review and coordination of emergency communications services throughout
Contra Costa County. The Contra Costa County Police Chiefs' Association unanimously supported the
establishment of ECAB in 1990. We again want to make our position known. The "charge" or mission of
ECAB is not finished. We still support the continuation of ECAB as a Board of Supervisors Advisory Board.
We recognize with recent statue law changes dealing with Boards,:Commissions, and Committees, additional
tasks must be undertaken by staff. However, we feel the benefits derived from ECAB affect all citizens within
Contra Cos a County. Therefore, we urge you and the other Board members to reconsider your action, and
vo support CABG as a Board of Supervisors Advisory Board. .
