Authorization to Submit CDBG iApplication for Funding of Homeless
Shelter Operations for Single Adults
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATIONS
AUTHORIZE the Executive Director of the Housing Authority of
the County of Contra Costa, on behalf of the County, to submit
a $100, 000 Community Development Block Grant (CDBG) funding
application for 1995/96 to the Contra Costa County Community
Development Department for program operation funding for the
Homeless Shelter Program for Single Adults at the Brookside
Shelter in Richmond and the Central County Shelter in North
Concord.
II . FISCAL IMPACT
The $100,000 being requested in the CDBG application is
necessary for program operations for April 1, 1995 through
June 30, 1995 . Anticipated County General Funds and grant
monies for the homeless shelter program will not cover shelter
operations for the entire fiscal year. CDBG funds are needed
for the County to operate its homeless shelter program twelve
months a year at two. sites .
III . BACKGROUND/ REASONS FOR RECOMMENDATIONS
County Social Service Department funds budgeted for the
homeless shelter program are insufficient to operate the
County' s two shelters with structured support services year
round. The Housing Authority is actively seeking funding

and support of government, business, churches, non profit
community agencies, and civic and social organizations . CDBG
funding is critical for the two shelters to remain open
through the end of the fiscal year.
