RECOMMENDATIONS AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa, on behalf of the County, to submit a $300,000 Community Development Block Grant (CDBG) funding application for 1995-96 to the Contra Costa County Community Development Department for the rehabilitation of the Central County Shelter in North Concord which provides shelter and services to 60 homeless single adults, with an additional capacity of 40 beds during the winter months . II . FISCAL IMPACT The $300,000 being requested in the CDBG application is for the rehabilitation of the Central County Shelter. The County has completed the Environmental Impact Report and is moving ahead with the acquisition of the building located at 2047 Arnold Industrial Way, Concord. Additional applications are being submitted to several funding sources to support the cost of developing the facility. III . BACKGROUND/ REASONS FOR RECOMMENDATIONS The Central County Shelter opened in December 1991 with temporary improvements to the building to allow for use as an emergency shelter for homeless adults . Funds are needed to complete the renovation of the building. The plan will include a 60 bed emergency shelter for homeless adults with separate dormitory accommodations for men and women, 40 bed additional capacity for winter months, remodeled bathroom and bathing facilities at grade level, a training kitchen, storage, dining/ multi- purpose room, administrative offices for shelter provider, additional office and program space for other homeless service providers, revamping the existing HVAC systems, outdoor recreation area and landscaping, laundry facilities, and storage for donated furniture and supplies .
