SUBJECT: AUTHORIZATION TO SUBMIT CDBG APPLICATION FOR FUNDING OF
IMPROVEMENTS TO THE MOUNTAIN VIEW HOUSE PLAY YARD
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
AUTHORIZE the Executive Director of the Housing Authority of the County of
Contra Costa to submit a $30,000.00 Community Development Block Grant (CDBG) funding
application for 1995/96 to the Contra Costa County Community Development Department
for improvements to the Mt. View House Play Yard at 1391 Shell Avenue, Martinez, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The $30,000.00 being requested in the CDBG application is necessary to ensure
the continued safety of the children playing in the play yard at the Mt. View House
(Shell Avenue Shelter for Women and Families) . Matching funds in the amount of
$15,000.00 will be provided through donations of playground equipment, landscaping
materials, and labor from local churches and non-profit agencies.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Funds in the Housing Authority's 1994/95 budget are insufficient to replace the
much needed retaining wall and fencing along Shell Avenue and Orchard Drive.
Additionally, playground equipment and amenities are required in the adjacent play
yard area. The replacement of the retaining wall and fencing along Shell Avenue, as
well as improved playground equipment and amenities, will ensure the continued safety
of the children housed at Mt. View House (Shell Avenue Shelter for Women and Families.
At its Regular Meeting on August 15, 1994 the Advisory Housing Commission
moved to recommend approval of a $30,000 CDBG funding application for 1995/96 to
fund improvements to the Mt. View House Play Yard (Shell Avenue Shelter for Women and
Families) .
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners fail to respond positively to this request to
submit an application for $30,000.00 in Community Development Block Grant Program
funds, the Board of Commissioners would be adopting a posture contrary to its
position of using these funds to provide decent, safe and sanitary housing for
low—income families.
