HomeMy WebLinkAboutMINUTES - 10041983 - T.5 � s THE BOARD OF SUPERVISORS OF CONTRA COSTA:COUNTY, CALIFORNIA Adopted Ais Order on October 4 , 1983 by the following vote: AYES: Supervisors Powers , Fanden, McPeak, Torlakson and Schroder NOES: None ABSENT: None ABSTAIN: None SUBJECT: =Presentation by Micciche & Associates of Report on-An Economic Development Program for Contra Costa County The Board having on July 26 , 1983 entered into a contract between the County and Micciche & Associates under the terms of which the contractor was to develop comprehensive economic development strategies for the County; and Mr. Wayne Schell, a partner in the firm of Micciche & Associates, having appeared before the Board this- day to present the firm's final report entitled, "An Economic Development Program for Contra Costa County" and having summarized the report' s findings - and recommendations, including the proposed establishment of a County Department of Economic and Community Development; and Mr. Paul Hughey, General Manager, Contra Costa County Development Association, and Mr. Joe Golio, Central Labor Council, having requested that interested parties be granted time to review the report and the opportunity to provide comments on it before the Board takes final action; and The Chairman having requested the County- Administrator to set up a workshop whereby all interested persons could hear a briefing on the consultant' s report and be allowed the opportunity to ask questions on or clarification of the report' s recommendations; and It having been moved by Supervisor Powers and seconded by Supervisor Torlakson that: 1. The Board adopt, as a goal, the economic development program set forth in the report. 2. Refer to the County Administrator the issues of organizational structure and initial financing for report to the Internal Operations and Finance Committees, respectively, within two weeks, or 30 days at a maximum. 3 . Direct the Finance Committee to review the Housing and Community Development Block Grant Program to, determine how the program' s current activities could be integrated into the new organizational structure. 4. Direct the Finance Committee to determine the feasibility of allocating $75 , 000 - $100 , 000 to implementation of the recommended economic development program. 5 . Direct the County Administrator to review the need for additional consultant services to assist the County in program implementation. Jonathan Ainsworth, Attorney for John Slover, appeared before the Board with respect to charging parents for a portion of the cost of keeping their minor children at Juvenile Hall . County Counsel advised that it is inappropriate for the Board to discuss this matter as there is a legal action pending, and recommended that the Board meet with him in closed session on same. This is a Matter of Record-no Board action taken. 308 At 2 p .m. the Board recessed to meet in Closed Session in Room 105 , County Administration Building , Martinez , CA on a litigation matter.
