HomeMy WebLinkAboutMINUTES - 10041983 - E.8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 4, 1983 , by the following vote: AYES: Supervisors Powers , Fanden, McPeak, Torlakson, Schroder . NOES: None. ABSENT: None. ABSTAIN: None . SUBJECT: Nursing Home Eviction of Medi-Cal Patients Supervisor McPeak having submitted a letter to the Board noting recent publicity indicating that a corporation which owns several nursing homes 'in :Contra Costa County is no longer going to participate in the Medi-Cal program because of what they see as inadequate reimbursement; and Supervisor McPeak having recommended that several actions be taken in response to this publicity; and Supervisors Fanden and Powers having suggested additional actions that need to be taken: IT IS BY THE BOARD ORDERED that: 1 . The Health Services Director is requested to prepare and send to all nursing homes in the County a letter and agreement not to evict or inappropriately transfer Medi-Cal patients to other facilities asking the facilities to voluntarily sign and return the agreement. The Health Services Director is requested to report the results of this effort to the Board at his earliest convenience. 2. The County Administrator is requested to bring this problem to the attention of the County Supervisors Association of California and this County' s legislative delegation with a request that they consider appropriate legislative solutions to the problem of inappropriate eviction or transfer of nursing home patients who are on Medi-Cal. 3. The Health Services Director is requested to work with the Contra Costa Health Coalition and all other interested parties to address issues of medical care cost shifting and report recommended actions to the Board of Supervisors. 4. The problem of recruiting employees to work in nursing homes is referred to the Internal Operations Committee, County Welfare Director, and Private Industry Council , with the request that the County Welfare Director and Private Industry Council propose possible solutions to the problem to the Internal Operations Committee, hopefully including plans to train and recruit welfare recipients for this purpose. 5. The possibility of involving the children of patients in taking more responsibility for the financial support of their parents who are patients in nursing homes is referred to the Internal Operations Committee to determine its feasibility. 1 hereby certify that this is a true 96d correct copy of an action taken and entered on the minutes of the Board of Sups ors n the date shown.
