SUBJECT: Countywide Bicycle Advisory Committee.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
' I. Recommended Action:
ACCEPT report from the Public Works Director on the Countywide Bicycle Advisory Committee.
II. Financial Impact:
No impact to the General Fund. Appointed positions on the committee are voluntary.
III. Reasons for Recommendations and Background:
On December 18, 1991, the Metropolitan Transportation Commission (MTC) revised Resolution
#875 which outlines the requirements for eligibility of Transportation Development Act (TDA)
funding for bicycle and pedestrian projects. MTC now requires agencies to receive input from
bicycle groups through a bicycle advisory committee prior to applying for TDA funds. When
MTC was proposing these requirements for TDA funds, the City County Engineering Advisory
Committee (CCEAC) and the Board of Supervisors commented that the proposed requirement
for a bicycle advisory committee for each city and the County would be costly and inefficient for
the amount of TDA funds available to the county each year. As a result, MTC adopted final
criteria that exempted the County and cities from forming separate committees if there was a
Countywide Bicycle Advisory Committee that provided input on projects throughout the
unincorporated and incorporated county.
MTC requires that the committee members be appointed by either the Board of Supervisors or
the Congestion Management Agency. The Board of Supervisors approved appointments to the
Committee on October 13, 1992. The Committee memberskiisdened to provide

representation throughout the county through an appointee from each of the five supervisorial
districts, and input from the bicycle community through representatives from five different bicycle
organizations that use the roads in Contra Costa County.
The Committee meets once a year to advise the County and the cities on which projects should
be a priority for application of TDA funds. In addition, the Committee is also participating in the
development of the Countywide Bicycle Plan.
