HomeMy WebLinkAboutMINUTES - 07261994 - S.1 t - S. 1 TO: BOARD OF SUPERVISORS Contra FROM: SUPERVISOR TOM POWERSosta DATE: JULY 26,' 1994 '�- County SUBJECT: CONSIDER METHODS TO ASSIST BUSINESSES LOCATED WITHIN THE RECYCLING MARKET DEVELOPMENT ZONE AND ENGAGED IN RECYCLING, REMANUFACTURING, AND/OR PROCESSING OF RECYCLABLES OR HOUSEHOLD HAZARDOUS MATERIALS SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Direct Community Development Department to review the proposed program for business recruitment and development within the Contra Costa Recycling Market Development Zone and to develop alternative methods to provide financial assistance to businesses located with the Zone and engaged in recycling, remanufacturing, and/or processing of recyclables or household hazardous materials; Direct Community Development to identify business projects within the Recycling Market Development Zone whose operations provide, or would provide, benefits and/or cost savings to other members of the Zone and possibly other jurisdictions and to propose methods by which government could assist such businesses including through mechanisms such as joint venturing projects, providing grant or loan funds, or establishing a wastestream or feedstock for such businesses; and, Direct Community Development Department to report back to the Board within three weeks with the requested alternatives and with ways to coordinate activities with the members of the Recycling Market Development Zone. Contact: Supervisor Powers (510/374-3231) ATTESTED (, /9 !-/' cc: Community Development Department (CDD) PHI4BA HELOR, CLERK OF THE OARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY , DEPUTY 939u\bo\RMDZ-bsn.D1 Consider Methods to Assist Businesses within the RMDZ Continued - Page Two BACKGROUND/REASONS FOR RECOMMENDATIONS As part of the Contra Costa Recycling Market Development Zone program, the Zone was to establish a local loan program to assist in the recruitment and expansion of businesses located within the Zone and engaged in processing, recycling, or remanufacture of recyclables. At this time, it is not certain what funding or on- going funding sources remain available to establish the proposed local loan program. Recently, our Zone was able to assist in obtaining $1.2 million in State loans for three local businesses. These businesses will provide 26 new jobs locally and take local recyclables from our wastestream. The value to our local solid waste diversion programs and our local economy of government assistance is clear. However, assistance to such businesses must be balanced with the need to avoid excessive costs for solid waste collection and disposal. In order to maintain local support, it is necessary to explore alternative funding methods and alternative mechanisms to assist with such business development while minimizing the costs of solid waste management.
