Recommended Action: DETERMINE that the project is a California Environmental Quality Act Class 1C Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. Financial Impact: The estimated project cost is $26,000, funded by Road Funds (100%). Reasons for Recommendations and Background: This project includes construction of a retaining wall, roadway embankment, and a culvert downdrain. It is needed to repair a slide undermining Norris Canyon Road. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301 of the CEQA guidelines. The project needs no further mandatory referral clearance from County staff subject to the following actions: (,K This project has been determined to be exempt from 65402 review. This project has been determined to be exempt from 65402 review in accordance with the Board of Supervisors Resolution 81/522 because the project involves a road alignment project of a minor nature. Location: The slide is located on Norris Canyon Road approximately 70 feet west of Milepost 0.83 in the San Ramon area (Figure 1). 2. Project Description: The purpose of the project is to repair a slide undermining the roadway and to reconstruct the roadway embankment. Construction of an access ramp allows excavation of the site and requires the removal of a section of fence, which will be reinstalled. Construction of a gabion wall stabilizes the bank and the placement of ungrouted rock slope protection on the slope further minimizes erosion potential(Figure 2). The ungrouted rock slope protection will be filled with soil and seeded and the access ramp seeded. On the slope just below the roadway,an existing outfall pipe protrudes approximately eight feet over the slide area (Figure 2). To minimize erosion, the pipe will be replaced with approximately 24 linear feet of drainage pipe. Placement of the drainage pipe will occur under the rock slope protection on the slope, exiting behind the top section of the proposed gabion wall (Figure 2). 3.
