Subject : Veterans Preference Points
Veterans preference points were adopted by the Personnel Department
in the 1940' s to assist honorably discharged veterans in obtaining
jobs that were previously lost because they were drafted into
military service .
A soldier who received an honorable discharge could use veteran
preference points for open and promotional examinations with
unlimited usage and for as long as they wanted. We reviewed our
procedure for veterans points because of significant changes in our
society such as the elimination of segregation in the military,
the elimination of the draft, and the elimination of selection
procedures that had an adverse impact on minorities and women.
veterans preference points have been limited to: one-time usage;
only with open examinations; and usage within the first five years
of being honorably discharged. )� For disabled veterans the usage
would remain the same (unlimited usage with no time frames) . These
changes were adopted because honorably discharged veterans from
World War II and the Korean War in the mid-seventies (701s) were
utilizing their preference points, and that usage had a
discriminatory impact on minorities and women. Although minorities
were in the service in large numbers, they failed to pass many of
the examinations given by public agencies because of the artificial
barriers that were discriminatory in the selection process . Also,
more women were entering the work force who were being unfairly
displaced by veterans (predominately males) who had served their
country for more than 20 years .
Once an employee was hired, the use of veterans preference points
also had a disparate impact on the County' s minority and female
employees . Veterans preference points were limited to only open
examination. This provided all County employees a better

opportunity when competing for positions . Once hired, you cannot
use it again. Because of their military service, we feel veterans
should be given preference on open competitive examinations within
a specified period of time.
Veterans preference is currently used only for open examinations if
honorably discharged within the last five years . Disabled veterans
have unlimited usage of their preference points . This procedure
protects the rights of County employees, eliminates an adverse
impact against minorities and women on promotional examination, and
protects the rights of veterans, especially those who are disabled.

WHEN APPLYING FOR A JOB WITH THE CONTRA COSTA COUNTY
CIVIL SERVICE POSITIONS,AND NOT CONTIGENT ON WHEN THEY WERE
DISCHARGED.
EXPLANATION: CONTRA COSTA COUNTY IS IN EFFECT DISCRIMINATING AGAINST
ALL VETERANS FOR JOBS WITH THE COUNTY,WHO HAVE NOT BEEN
DISCHARGED WITHIN THE LAST 5 YEARS.THIS POLICY ANNULS AND
VOIDS ALL THE VETERANS OF THE FOLLOWING WARS OR CONFLICTS:
WORLD WAR II , KOREAN WAR, VIETNAM WAR,(NOT TO MENTION THE
REVOLUTIONARY WAR, CIVIL WAR, SPANISH AMERICAN WAR, WAR OF 18129
AND WORLD WAR i ,)
BEING A VETERAN OF A WAR OR CONFLICT, OR NOT EVEN BEING IN A WAR,
AUTOMATICALLY QUALIFIES YOU FOR ANY POINT SYSTEM OF MERITS
FOR ANY CIVIL SERVICE JOB AND SHOULD NOT BE DISCRIMINATED
AGAINST ON THE BASIS OF A TIME PERIOD FOR MERIT POINTS ON AN
EXAM OR ROOSTER LIST BY ANY STATE OR COUNTY JOB OPENINGS.
FUURTHERMORE, ANY VETERANS DISCRIMINATION, WOULD IMMEDIATELY
AFFECT ANY GOVERNMENT FUNDING USED WITHIN THE COUNTY.

I ALSO WOULD LIKE TO REFER TO THE IMPACT ON ALL THE VETERANS GROUPS
AND ORGAIZATIONS THAT ARE CONCERNED ABOUTTHIS DISCRIMINATING POLICY OF
CONTRA COSTA COUNTY WHICH HERE-TOFORE HAS NOT BEEN MADE KNOWN TO THE
VETERANS ORGANIZATIONS. DISCRIMINATION OF ANY GROUP IS FOREBIDEN BY

FEDERAL LAW.
I LOOK FORWARD TO A POSITIVE1ARESOLUTION IN FAVOR OF ALL THE VETERANS
RESIDING IN CONTRA COSTA COUNTY9AND THAT IT WAS A MISTAKE OF SOME IDIOTS
IN THE PAST WHO WERE INADVERENTLY ELECTED TO THE BOARD OF SUPERVISORS.
