Martinez, Executive Director DATE: July 26, 1994 SUBJECT: APPROVING SUPERSEDING PART I AND NEW PART II OF SECTION 8 HOUSING CERTIFICATE PROGRAM ANNUAL CONTRIBUTIONS CONTRACT NO. SF-468 AND AUTHORIZING EXECUTION SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3713 approving superseding Part I and New Part II of the Section 8 Housing Certificate Program Annual Contributions Contract No. SF-468, as amended, and AUTHORIZE execution of the amendment by the Chair of the Board of Commissioners, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Contract authority in the amount of $653,296 and budget authority in the amount of $2,613,184 has been allocated to the Housing Authority to replace funding , for 68 housing certificates which will expire on July 31, 1994. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Housing Authority has received notification from the U. S. Department of Housing and Urban Development that $653,296 in contract authority has been allocated to the Housing Authority Section 8 Housing Certificate Program to provide sufficient funds to continue 68 housing certificates which will expire on July 31, 1994. The purpose of this amendment is to provide sufficient contract authority for a 68 housing certificate increment which will expire on July 31, 1994. In order to secure these funds for the Section 8 Housing Certificate Program, it will be necessary for the Board of Commissioners to adopt Resolution No. 3713. At its regular meeting on Monday, July 18, 1994 the Advisory Housing Commission, recommended adoption of Resolution No. 3713 approving the amended Annual Contributions Contract and authorizing its execution by the Chair of the Board. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3713, the Housing Authority would be unable to support 68 of the certificates in its Section 8 Housing Certificate Program after July 31, 1994.
