HomeMy WebLinkAboutMINUTES - 10041983 - E.13 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 4, 1983 , by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None SUBJECT: Liasion with Alameda County on Joint Interest Matters Supervisor McPeak having reported that she and Supervisor Schroder, the Board' s representatives on the Alameda/Contra Costa Counties Liasion Committee, had received a memorandum dated September 30, 1983 from County Administrator M. G. Wingett recording some of the subjects discussed in a meeting on September 29, 1983 with Supervisors Joseph P . Bort and Don Excell, Alameda County' s representatives on the Liasion Committee, and its County Administrator, Mel Hing; and As recommended by Supervisor McPeak, IT IS BY THE BOARD ORDERED THAT: 1. Receipt of the aforesaid memorandum report, a copy of which is attached hereto and incorporated herein by reference, is ACKNOWLEDGED; 2 . This Board goes on record in SUPPORT of con- tinued cooperation with the Alameda County. Board of Supervisors to address issues of mutual concern; 3 . Supervisors Schroder and McPeak are DIRECTED to continue to represent this Board on the Alameda/Contra Costa Counties Liasion Committee;. and 4 . Wingett, Subject: Meeting With Alameda County County Administrator September 29, 1983 M / This memo is to record some of the subjects discussed in our meeting with Supervisors Joe Bort and Don Excel and County Administrator Mel Hing held in the Alameda County Board Conference Room September 29. Among the items listed for possible cooperation were: 1. Transportation planning, particularly related to the acquisition and future use of the Southern Pacific right of way extending from San Ramon Valley into Alameda County and the road system with attention to Crow Canyon Road. 2. Library services in Dublin allegedly used 51 percent by Contra Costa County residents. 3. Solid waste disposal including both regular and hazardous materials . 4. The development of a joint legislative program for 1984. 5. Economic development program including (a) joint participation in a small business administration program initiated by Alameda County and (b) joint economic forecasting and planning in cooperation with the San Francisco area. Supervisor Joe Bort indicated that he would initiate action by the Alameda County Board to (1) instruct their Public Works Director to explore with Contra Costa County issues of the Southern Pacific right of way and joint transportation planning; (2) contact by their staff dealing with solid waste with Contra Costa County staff; (3) development by the County Administrators of a joint legislative program; and (4) contact with the private sector to include Alameda and Contra Costa Counties in some bay area economic forecasting and planning. It was suggested that Contra Costa County Supervisors initiate a request to the County Librarian for a report on the use of the Alameda County Dublin Branch Library by San Ramon Valley residents.__.r- Alameda County would like to be reimbursed 25 percent for the cost of the branch operations. _ 236 Supervisor Schroder Supervisor McPeak September 30, 1983 Page Two As a note, Mel Hing and I have already discussed efforts to develop a joint legislative program.
