SUBJECT: Approve Plans and Specifications and Advertise for bids for the West Antioch Creek
Mitigation Project.

Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday, August 23, 1994, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
21191 of the Public Contract Code.
II. FINANCIAL IMPACT: -
The estimated contract cost of the project is$52,000, funded by Drainage Area 55 funds (100%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to mitigate the loss of vegetation as a result of the West Antioch Creek
Improvement project as directed by the Army Corps of Engineers and California Department of
Fish and Game.
The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the
project.

The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
party upon request.
The Board reviewed and approved the project in February 1985 and certified that the Final
Environmental Impact Report for the project was completed in compliance with the California
Environmental Quality Act, that the Final EIR was presented to the Board and the Board
reviewed and considered the information contained in it, and found that the project will have
certain environmental effects and adopted the findings and mitigation measures which will
mitigate those effects.
A Notice of Determination was filed with the County Clerk in February 1985.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, the requirement to revegetate as directed by the
Army Corps of Engineers and Department of Fish and Game will not be fulfilled.
