SUBJECT: PROPOSED RESPONSE TO THE 1993-94 GRAND JURY REPORT #9404
"WEST COUNTY BOOKING UNIT"
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt this report of our Committee as the Board of Supervisors '
response to the 1993-94 Grand Jury Report #9404 "West County
Booking Unit. "
BACKGROUND:
' On April 27 , 1994 the Grand Jury filed report #9404 which was
reviewed by the Board of Supervisors on May 10,1994 and referred
to the County Administrator and Internal Operations Committee. On
July 11, 1994 our Committee met to discuss the recommendations and
review proposed responses . At the conclusion of those discussions,
we prepared this report utilizing a format, suggested by a former
Grand Jury, which clearly specifies :
a. Whether the recommendation is accepted or adopted;
b. If the recommendation is accepted, a statement as to who will
be responsible for implementation and a definite target date;
c . A delineation of constraints if a recommendation is accepted
but cannot be implemented within the calendar year; and
d. \' The reason for not adopting a recommendation.

The 1993-1994 Contra Costa County Grand Jury recommends that:
RECOMMENDATION #1 .
The Board of Supervisors, within 60 days, complete an analysis of
the actual costs and hours spent by police departments and
Sheriff's deputies in transporting and booking prisoners at the
Martinez Detention Facility.
RESPONSE:
A. This recommendation is accepted as modified.
B. The Board of Supervisors will request the Sheriff to provide
an analysis of the costs and hours spent by Sheriff ' s deputies
in transporting and booking prisoners at the Martinez
Detention Facility.
In addition, the Board should authorize the Internal
Operations Committee to request that the Sheriff brief the
Internal Operations Committee on the booking process
countywide and authorize the Internal Operations Committee to
work with the Sheriff and cities on efforts to streamline and
decentralize the booking process in order to be as
cost-effective to all jurisdictions as possible.
RECOMMENDATION #2 .
The Board of Supervisors complete a study, within those same 60
days, to measure the costs and/or savings to the County and local
agencies that could be realized by utilizing the West County
Detention Facility Booking Unit.
RESPONSE:
A. This recommendation is accepted as modified.
B. In April, 1993 a Sheriff ' s Department study set the costs of
required Sheriff Personnel, Mental Health and Medical staff
required to operate the West County Booking Unit and
associated functions at $1,649,000 .
The County Administrator estimates the booking fee charged all
police agencies would increase from the current $137 to $220-
$230 per booking if the West County Booking Unit were to open.

The following is the Sheriffs Office response to Grand Jury Report 9404.
FINDINGS
Finding No. 1
The Martinez Detention Facility is the only booking location open for adults in Contra Costa
County.
Response No. 1
We agree.
Finding No. 2
Most cities in the county must transport prisoners to the Martinez Detention Facility for booking.
Response No. 2
All cities in the County must transport arrestees whom they do not cite release to the Martinez
Detention Facility for booking.

Finding No. 3
All prisoners arrested by Sherif s deputies must be transported to the Martinez Detention Facility
for booking.
Response No. 3
We agree except for those that are cite released.
Finding No. 4
City police and Sherds deputies are "off the streets"for protracted periods of time, due to the
need to transport prisoners to the Martinez Detention Facility.
Response No. 4
Police officers are often off the streets for protracted periods of time when they make an arrest.
In part, the time they are off the street is due to the need to transport prisoners to the Martinez
Detention Facility. Other down time activities include the writing of reports and processing
evidence. t
Finding No. 5
City police and Sherij''s deputies frequently experience lengthy delays booking prisoners at the
Martinez Detention Facility.
Response No. 5
The delays experienced by arresting officers at the booking desk is exaggerated.
If an officer arrives shortly after a Richmond Police van has delivered six-ten prisoners, then that
officer will experience a delay regardless of the booking facility. Normally the delay at the
Facility is minimal.

Actual costs involved in personnel, equipment and stress caused by note utilizing the Booking Unit
at West County Detention Facility have never been determined.
Response No. 6
We agree, however on July 14", 1994 Assistant Sheriff Davis, Captain William Shinn and
Lieutenant Wayne Beck met with the West County Chiefs of Police at the West County Detention
Facility. They agreed that a booking facility in West County would be a welcome convenience.
No one at the meeting was able to comment on the cost or time lost to their departments by not
utilizing the West County Detention Facility booking area.
RECOMMENDATIONS
Recommendation No. 1
The Board of Supervisors, within 60 days, complete an analysis of the actual costs and hours
spent by police departments and Sheriff's deputies in transporting and booking prisoners at the
Martinez Detention Zacility.
Recommendation No. 2
The Board of Supervisors complete a study, within those same 60 days, to measure the costs
and/or savings to the County and local agencies that could be realized by utilizing the West
County Detention Facility Booking Unit.
Response to Recommendations No. 1 and 2
We support these recommendations.
COMMENTS
In April of 1993 Lieutenant Beck, Assistant Division Commander' of Detention Division,
completed a study of the additional personnel required to operate the West County booking area
and associated functions.

In addition to Sheriff's personnel, additional Mental Health and Medical staff are required. The
estimated additional staff cost is $1,649,000.
Mrs. Enea, of the County Administrator's Office, and Lieutenant Beck estimate that if the West
County booking area was to open, the booking fee charged all police agencies in the County will
increase from the current $137 per booking to $220-230 per booking.
OPTIONS
There are options that do not involve the loss of police officers from the street to transport
arrestees to a county jail facility.
The Concord Police model is an example. Concord Police process arrestees at their police
facility. After processing the arrestee, a lower paid non-sworn member of the department
transports to the County Jail.
Many agencies use paid or unpaid reserve officers to transport arrestees during the busiest hours.
