SUBJECT: REPORT ON THE STATUS OF FUNDING FOR THE REGIONAL POISON CONTROL
CENTER
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . AGREE to have the Health Services Department continue its
existing arrangement for handling poison calls through the 9-
1-1 system with payments to the San Francisco Poison Control
Center for 9-1-1 transfers on a per call basis, at $25 per
call transferred for an approximate cost of $80,000 for the
fiscal year, this amount to be paid through County Service
Area EM-1 (Measure H funds) .
2 ., AGREE with the decision to have the $30, 000 per year
contribution from the John Muir Medical Center dedicated to
violence prevention programs rather than poison control
funding and DIRECT the Health Services Director to prepare and
present to the Board of Supervisors for approval the necessary
amendment to the Trauma .Center Designation Agreement.
3 . REQUEST the Health Services Director to report to the full
Board of Supervisors during the summer of 1995 when the study
of alternative approaches to handling poison control calls has
been completed.
4 . REMOVE this item as a referral to the Internal Operations
Committee.

BACKGROUND:
On April 19 , 1994, the Board of Supervisors approved the following
recommendations from our Committee:
111 . APPROVE a special project to study Poison Control Alternatives
to be carried out by the Health Services Department with
federal block grant funds received through a State EMS
Authority grant.
112 . AUTHORIZE the Health Services Director to negotiate an
amendment to the existing John Muir Trauma Center Designation
Agreement redirecting John Muir' s community services
obligation from support of the Poison Control Center to
another county program related to trauma care and/or
prevention, preferably in the violence prevention area.
113 . REQUEST the Health Services Director to make a further report
to our Committee on this subject during the month of July,
1994, updating us on the special project study,
disproportionate share funding possibility, and other
legislative efforts to fund Poison Control Centers . "
On July 11, 1994, our Committee met with County Health Officer Dr.
William B. Walker and County Emergency Medical Services Director
Art Lathrop in response to these recommendations . Dr. Walker
reviewed the attached report with our Committee. We are pleased to
see that the $30,000 contribution from John Muir Medical Center
will be dedicated to violence prevention programs .
We are also pleased that alternatives to the existing method of
delivering poison control services can be thoroughly studied, using
the funding made available by the State. We suggest that the
results of this study be presented to the full Board of Supervisors
when the study is completed next summer. In the meantime, we do
not believe that it is necessary to continue to make periodic
reports to our Committee. We trust that if events warrant, staff
will make an appropriate report to the full Board of Supervisors,
which may then decide to refer the report to one or another of the
Board' s Committees for further review.

Subject: Poison Control Center Funding
The Internal Operations Committee at its April 11 , 1994
meeting approved recommendations:
(1) authorizing the Health Services Director to negotiate
an amendment to the existing John Muir Trauma Center
Designation Agreement redirecting Muir' s community
service obligation from support of the PCC to another
county program related to trauma care and/or
prevention; and
(2) authorizing the Health Services Department to undertake
a special project to study Poison Control Alternatives
to be carried out with federal block grant funds
received through the State EMS Authority.
With respect to the first recommendation, John Muir has
agreed to provide $30, 000 annual funding for the Health Service
Department's violence prevention program in lieu of similar
funding to a poison control center program. An amendment to the
Trauma Center Designation Agreement will be prepared for Board
approval.
With respect to the second recommendation, the County has
received $80, 000 funding from the State EMS Authority to review
alternative approaches to handling poison advice calls.
PCC Funding for FY 1994-95
The San Francisco Poison Control Center has sent invoices to
each county and to each hospital for FY 1994-95 poison
information services. Charges were computed on the assumption
that the California Medical Advisory Committee (CMAC) , would

approve a plan which would result in $1. 82 million in State and
Federal funds being made available to be divided equally among
California's six poison centers. Should this funding not become
available, the participating Counties would be required to make
up the difference.
The FY 1994-95 charge to Contra Costa County for restoration
of the public access poison information service is set at
$105, 466 with CMAC funding or $157 , 465 without CMAC funding.
Our most recent information from the San Francisco PCC is
that the State EMS Authority ARQ is delaying commitment of
funding necessary for the CMAC plan pending decisions regarding
allocation of a $5 million one time donation from Blue Cross of
California for PCC funding.
Recommendation
It is recommended that, pending completion of the review of
PCC alternatives, Contra Costa County continue its existing
arrangement for handling poison calls through the 9-1-1 system
with payments to the San Francisco PCC for 9-1-1 transfers on a
per call basis. Cost at $25/call transferred would be about
$80, 000 and would be paid through CSA EM-1 (Measure H) .
