ACKNOWLEDGE the report from the Public Information Committee and thank the members of the Committee for the efforts they have made to date to improve the public education posture of the County. 2 . AGREE with the goals outlined by the Public Information Committee for the 1994-95 fiscal year, as outlined in the attached report. 3 . REQUEST the Public Information Committee to consider ways in which they can use the community access television programming to provide additional public education information on background data on the County Budget to assist the public to understand the constraints under which the Board must operate. 4 . REMOVE this item as a referral to the Internal Operations Committee. BACKGROUND: On January 4, 1994 , the Board of Supervisors approved the following recommendations from the 1993 Internal Operations Committee: 2 . REQUEST the Public Information Committee to report to the 1994 Internal Operations Committee in July, 1994 on the progress which has been made in achieving the 1994 Public Information Goals and for this purpose REFER this item to the 1994 Internal Operations Committee. Attached is the report which was filed with our Committee in response to these referrals . We are pleased to see the extent to which the Public Information Committee has achieved its goals and has set new goals for the coming fiscal year. It is also helpful to see that the Public Information Committee is also being used as a part of the County' s emergency public information response team. We do not believe that it is necessary to continue to require the Public Information Committee to report on a periodic basis to our Committee. We assume if there are major events of which the Board should be aware that staff will bring these issues to the attention of the full Board of Supervisors . 2 OFFICE OF THE COUNTY ADMINISTRATOR C O N T R A C O S T A C O U N T Y Administration Building 651 Pine Street, 11th Floor Martinez, California 94553 DATE: July 7, 1994 TO: Internal Operations Committee FROM: Patricia Burke, Chair, Public Information Committee SUBJECT: 1994 UPDATE ON PUBLIC INFORMATION COMMITTEE ACHIEVEMENTS/GOALS BACKGROUND: On July 15, 1991, the Board of Supervisors approved a new Policy on Public Information. The policy expressed the commitment of the Board, through its Departments, to provide the public and press with timely information on issues and activities . Guidance on policy implementation was provided by the Statement of Mission, Goals and Objectives and the Structure for the County Public Information Program (attached) . The Public Information Committee, comprised of designated media contacts from several departments (list attached) , then began to implement these goals . ACHIEVEMENTS: From January through June, 1994, the Public Information Committee has achieved the following: PROACTIVE MEDIA OUTREACH * Responded to departmental requests for coordination of media outreach efforts . (Health Services- African infant mortality story for California County Magazine, Office of Emergency Services- May 19th disaster exercise, Sheriff- Coroner' s Department- Teddy Bear Patrol fund raiser, Auditor-Controller's Office- Service Area 8 reduced taxes and General Services- grant awarded and electric car demonstration. ) * Effectively used the media to get out information on Wildland Fire and High Hazard Protection,' illegal use of fireworks, the dog being trained to assist on the County's fire investigation unit, the Youth Summit and the two Violence Prevention Summits . * Committee members participated in a major disaster drill conducted by the Office of Emergency Services on May 19, 1994 . * Developed a list of qualifications for a Public Information Officer as requested by the National Performance Review Committee. TRAINING * Invited Joe Kreins of the Concord Police Department to give a presentation to the Public Information Committee on Concord's media experience during the Kuriyama incident and tips for preparing for a major media event. * Invited Dr. Armand Muldar of the Livermore Police Department to give a presentation to the Public Information Committee on the benefits of an Emergency Public Information Team. * Updated the "Media Binder" which contains a list of media contacts and tips for effective media relations . This was made available to all County departments for $5 which covered the cost of the binder and printing. MEDIA INTERACTIONS * Updated label list and phone/FAX list of media contacts . Distributed lists to all departments and County Public Information contacts . * Updated a phone list of County Public Information contacts . Distributed the list to the media. * Responded to media requests for information. CCTV (CONTRA COSTA TELEVISION) * Activated the interconnect on July 5, 1994 with six hours of programming and electronic bulletin board from 6 p.m. until midnight from Monday through Thursday. Agreed with the cable operators to have twenty-four hours of air time on all channels by January 1, 1995 . * Aired two hours of programming every Monday night on all cable systems until July 5, 1994 . Programming such as Board meetings, Violence Prevention Summits and other educational and governmental programs were aired. -2- * Distributed program guides for CCTV programming to Department Heads and citizens . (Copies are available at all County libraries . ) * Developed policy and procedures for use of CCTV channel and facilities . (Approved by the Board on April 19 , 1994 . ) * Participated in the SAGE study to develop an Emergency Alert System which would include CCTV and the cable companies . COMMUNITY OUTREACH * Participated in discussions with Data Processing and ABAG about Info Cal in Contra Costa County and government information on Internet. * Responded to requests from citizens for information about the County. * Continued Research on new technologies for information dissemination and discussed them with Data Processing in an attempt to coordinate with all County departments . EMPLOYEE OUTREACH * Developed format for Information Bulletin to be distributed to County employees . Received prioritization of topics for Bulletin from National Performance Review Committee. * Distributed a Budget Bulletin to departments in July, 1994 . GOALS The Public Information goals for FY 1994-95 include: PROACTIVE MEDIA" OUTREACH * Encourage the involvement of County Public Information contacts in planning meetings or when conferring on issues and/or events that will require media contact (Either proactive or reactive) . * Continue to respond to departmental requests for coordination of media outreach and press conferences . * Consider forming, by mutual aid agreements, public information teams who could be called to assist departments in a "media emergency" . -3- * Assist in collection of materials from County Service Chiefs to disseminate to the public in preparation for an emergency and in the event of an emergency. Prepare press releases and Public Service Announcements based on information collected. * Prepare a report to the Board of Supervisors updating them on Committee achievements through June, 1995 . TRAINING * Work with Office of Emergency Services to plan training for the Emergency Public Information Team. (Most members of the Public Information Committee are a part of that team. ) * Review Public Information Training workshop evaluations . Plan third session of workshops for County Public Information contacts, other departmental staff and City Public Information staff . * Survey County departments to determine perceived public information needs and how the committee can assist them. * Increase staff awareness of importance of good media relations . MEDIA INTERACTION * Update the media contacts list and distribute a copy to all County PIO contacts . * Update the County Public Information contacts list and distribute it to all County contacts and the media. * Act as a resource to departments for information about media contacts, format for press advisories,releases and Community Television Bulletin Board announcements . * Conduct a "Meet the Media" event. CCTV (CONTRA COSTA TELEVISION) * Work with Emergency Alert Planning Group to implement use of CCTV as a "recovery channel" in an emergency and to coordinate with cable operators for an emergency audio/video override of all cable channels . -4- * Continue to distribute program guides monthly for CCTV programming. * Continue to assist Departments with video programming and character generated messages for CCTV. * Program county interconnected channel at least three hours a night ,Monday through Thursday until January 1, 1995 and run a Bulletin Board at other times . COMMUNITY OUTREACH * Finalize County Speaker' s Bureau Brochure and distribute it to inform the public of the availability of speakers . (Temporarily on hold due to County cutbacks . ) * Select a form of interactive media for community television based on a focus group' s test of programs available and input from county departmental users . EMPLOYEE OUTREACH * In Budget Bulletin format, periodically inform employees of important county events and issues . The Public Information Committee is currently working without a budget. Departments have assisted by defraying costs for training and material distribution. Community Television efforts will continue to be funded by the Community Access Trust Fund. L.GOAL: Develop and maintain a comprehensive multimedia public information capability. Objectives: 1. Define the role and the responsibility of each department in public information. Actions- a. Adopt County policy on public information. C/ Adopt guidelines for:department staffing commitment for / public,information. Col. Adopt a structure for coordination of department public 1information activities. 2. :Develop a system for reviewing, prioritizing and assessing overall and departmental public information activities. Actions: a, Adopt an annual public information strategic plan. Integrate public information into annual department goals and objectives. c. Report on public information activities to the Board annually. 3.. Provide employees with resources and training on public information. Actions: a. GOAL: Increase the quality and level of media coverage of the County. Objectives: 1. Provide public information that links regularly scheduled events with department programs and services. Actions: a. Establish a prioritized and chronological list of annual events y and issues ("week of", "month of') and department responsible for related public information. 2. Encourage employees to identify public information needs and support Public information efforts. Actions: C7a ) Encourage employees to suggest public information outreach - needs and provide appropriate guidelines to solicit this input. �? b. Establish an employee speakers bureau. 3. Develop coordinated approach for handling events. Actions: a. Establish guidelines and procedures to clarify the roles and responsibilities of County employees for public information outreach. h15:pr.ppr j z STRUCTURE FOR THE COUNTY PUBLIC INFORMATION PROGRAM The countywide public information effort could be structured in many ways; however, at this time, it is assumed that.resources are not available for a public information officer to act as the coordinating agent. Consequently, every department will need to take a greater responsibility for public information. The following structure is presented to stimulate discussion: 1. Each department shall'develop a public information component to its yearly goals and objectives. 2. Each department shall designate a public information contact person (more than one may be needed for large departments). I Selected department representative shall be members of a public information coordinating committee, which shall be responsible for compiling a yearly public information strategic plan (based on department goals and objectives and input from County Supervisors), presenting the. strategy to the Board for review and approval, coordinating public information.activities and advising.on public information matters. 4. Each department representatives shall act as the media spokesperson for the department, providing guidance and support to the department's-media effort. 5. Each department shall regularly compile.a summary of its public information activities for use by the CAO, Board and committee in reviewing past public information activities and developing future strategic plans. 6. The County's training program shall develop a series of classes in media relations which will be mandatory for committee members and available to appropriate staff. 7. Financing of department efforts and the training program needs to be considered. In addition, the time commitment of each committee member should be made explicit so that each department is fairly contributing to the.overall countywide effort. 8.
