BOARD OF SUPERVISORS C r FRC14: Finance Commrctee DATE: October 4, 1983 Contra SUBJECT: Contra Costa Alliance for the Arts' Proposal on Costa Community Access County Specific Requests or Recommendations & Background & Justification RECOMMENDATION IT IS RECOMMENDED BY THE FINANCE COMMITTEE that the Board of Supervisors endorse CCAFTA's concept of creating a video alliance. BACKGROUND On August 22, 1983 the Finance Committee received a proposal from CCAFTA wherein they indicated that they were'-establishing a video alliance to facilitate Countywide community access over cable television systems. CCAFTA's proposal is a planning effort to assist the video alliance with the organization and planning for community access throughout the County. It is recognized that due to the limited geographical distribution of cable television that a broad based effort will be required which includes a representative cross section of interested parties in community access. The video alliance is designed to meet that purpose. Supervisor Torlakson, as Chair of the Finance Committee, met with representatives of Contra Costa Alliance for the Arts (CCAFTA) , County staff and the Cable Television Foundation to discuss CCAFTA' s proposal . Based upon those discussions, Supervisor Torlakson recommends that the concept of a video alliance for community access be supported.
