FISCAL E"ACT The cost of approximately $22,000 per year will be equitably distributed throughout the County in that each department will continue to be responsible for the costs of awards provided to their eligible employees. BACKGROUND On December 31, 1992, the services awards program was suspended due to reductions in the Personnel Department's budget. At that time, each department was asked to develop and implement a substitute program which resulted in uneven service recognition. After eighteen month's review and monitoring, it is recommended that a centralized service award program be reinstated. By the departments continuing funding responsibility for the awards given to their employees, the cost of the program will be equitably distributed. The Personnel Department will continue to administer and coordinate the program. We further recommend the program be reinstated effective January 1, 1993 and that those employees who did not receive their awards during the period of the program's suspension be given the opportunity to participate at this time. Bitten, Acting Director of Personnel )-A�' SUBJECT: Report on Restoration of County Service Award Program Prior to suspension of the County Service Award program on December 31, 1992, for budget reasons, the Personnel Department coordinated the County's recognition of the long-term service of about 700 employees each year at a cost of about $22,000. Since January 1, 1993, each department -has taken responsibility for operating a departmental service recognition program for their employees, with programs varying by department. . During- these difficult times, the County department heads considered at their May 20, 1994 meeting how the County could recognize the efforts of its employees and better cultivate employees'pride in their long-term service to the County. The County department heads overwhelmingly recommended. the reinauguration of a centralized County service award program.as the best way to equitably recognize and reward long-service employees. In order to be fair to all employees, it is also important to provide service recognition to those 1100 employees whose service anniversary came up during the period the program was suspended and whose departments could provide only the most minimal service recognition. With the July 1, 1,994 reinstatement of the County service award program, the departments will continue to administer their own programs and will be invoiced directly by the vendor for.those awards selected by their employees. The Personnel Department will again provide centralized administration of the program. The Board order being presented to the Board for approval acknowledges the importance of recognizing employee service and reinstating a centralized County- wide service award program.
