Recent data from the United States Department of Veterans Affairs (USDVA) shows that 92,450 veterans now reside in your county. The USDVA also reports that $144,765,156 in cash benefits were directly paid to your veterans and their dependents or their surviving spouses during the 1992-93 fiscal year. This flow of federal dollars is brought into your county through past and current activities of your CVSO. In the last fiscal year alone your CVSO earned Contra Costa County veterans $3,260,101 in additional federal benefits. Many of these USDVA awards will continue to be paid to veterans, dependents and survivors on a monthly basis for the rest of their lives. Using State Department of Finance estimating procedures, we calculate that these new cash benefits create $521,616 in tax revenue for your county. All of this for a total net county cost of $234,590. This is clear evidence that veterans are more than proud residents, taxpayers and voters. They are good business for local government. In these times of financial uncertainty, counties throughout the state are being faced with the hard task of maintaining services to their citizens with fewer available resources. I am pleased to say that this department was able to increase total payments to CVSO's this fiscal year, and plan another increase next year. We will pay your county over $58,973 in fiscal year 1993-94 based solely upon the quantity and high quality of services provided to your veteran community. PUTTING VETERANS FIRST s - 2 - I urge you to support your CVSO and recognize its importance as an independent branch of your county government. Experience throughout the nation has proven that counties that have established CVSO's as independent departments have made the right determination. Veterans have earned their benefits through personal sacrifice, honorable service and dedication to protecting the freedom we enjoy as Americans. Entitlement to and assistance in obtaining veterans benefits is far different than public access to social programs. Veterans deserve to have their local government representative at an organizational level equal to other constituent group department heads, and they deserve a CVSO that has direct access to the management and decision makers in your county.
