SUBJECT: Request for waiver of fee for permit for. fund raiser by Ambrose Recreation and
Park District.
The Ambrose Recreation and Park District and the Johnny Filbeck Memorial
Scholarship Committee, through the West Pittsburg Area Foundation, requested a waiver of
fees for a permit to sponsor two or three separate four-day carnivals on a vacant lot owned by
the Park District, located at the corner of Willow Pass Road and Clearland Drive in Bay
Point, scheduled for July 21 through 24, 1994.
IT IS BY THE BOARD ORDERED that the request for waiver of permit fees is
GRANTED.

Dear Mr. Gregory:
The West Pittsburg Area Foundation is a non profit
organization dedicated to the educational and recreational needs of
the youth of Bay Point. One sub-committee of the foundation is the
Johnny Filbeck Memorial Scholarship Committee. Every year this
committee, through the West Pittsburg Area Foundat.i.on and the
Ambrose Recreation and Park District, co -sponsors two or three
separate four day carnivals on a vacant lot owned by the park
district, located at the corner of Willow Pass Road and Clearland
Drive in Bay Point.
It has been brought to our attention by Supervisor Torlakson's
office that a license/permit issued by Contra Costa County is
required for such events. According to Division 56, Chapter 56-2
Carnivals and Fairs, section 56-2 .004 of the county ordinance, a fee
of $75.00 is to be paid to the county tax collector for said
license/permit. Section 56-2 .006 indicates that this fee can be
waived for "organizations whose principal purpose is charity,
educational benefits, civic purposes, or general welfare and public
interests. " Both the park district and the West Pittsburg Area
Foundation would be exempt from fees under this section.
As we have scheduled a carnival for July 21st through the 24th
we are hereby requesting that the Ambrose Recreation and Park
District and the Johnny Filbeck Memorial Scholarship Committee be
granted a waiver of the fees and that a license/permit be issued for
this event.
