SUBJECT: Proposed Allocation of Community Development Block Grant Funds
to City of Martinez for Renovation of the River House
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendation:
1. Approve allocation in the form of a grant of $24, 000 to the City
of Martinez for public improvements; and a loan of $46 ,000 to the
City for certain exterior improvements and a share of the public
improvements--City to provide a loan to the private owner.
2. Certify that the County has carried out its responsibilities
pursuant to Federal Environmental Procedures, and. request release
of funds .
3. Request the U. S. Department of Housing and Urban Development to
provide a waiver of 24 CFR 570 . 25 of the Community Development
Regulations in order to provide assistance to a private-for-profit
entity; eligibility for said assistance is contained in Section
105 of the Housing and Community Development Act of 1974, as
amended in 1981, however, implementing regulations pursuant to
the statutory amendments are not yet effective .
Background
The Board of Supervisors on July 19 , 1983 referred to the Finance Committee
the recommendation of the Community Development Advisory Committee to
allocate Community Development Block Grant Funds in the amount of $70 ,000
to the City of Martinez . This allocation is to provide approximately
$24, 000 for public improvements and $46,000 for exterior improvements to a
privately owned building--River House.
It was agreed that the refurbishing of this building is desirable. The use
of public funds together with the private financial commitment of the owner
will enhance the area. It is the opinion of the committee, however, that
since an improvement of private property is proposed the assistance should
be in the form of a loan only; furthermore, since the City of Martinez is
also a beneficiary of the improvement ;the loan should be to the City.
The Finance Committee recommends that this arrangement be approved and the
staff of the Planning Department be directed to work with the City ' s staff
to develop an acceptable loan agreement to be approved by both agencies for
this project.
