SUBJECT: Authorizing Execution of Local Field Operations Plan with State of
California Employment Development Department #19-8227-0
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Chair, Contra Costa County Board of Supervisors to
execute a Local Field Operations Plan,(Non-Financial Cooperative
Agreement #19-8227-0) with State of California Employment Development
Departments (EDD),three Contra Costa field offices, for the term
beginning July 1, 1994 and ending June 30, 1996, to coordinate certain
employment and training activities in Contra Costa County under the
Job Training Partnership Act (DTPA) .
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
This agreement is necessary for the requirements of the County's 1994-
1996 Job Training Plan wherein the County, as Service Delivery Area
(SDA), must provide reciprocal services, coordinate joint planning
activities and exchange referrals and information with local EDD
offices.
This agreement was negotiated by PIC staff and the three local EDD
office managers. It has been reviewed and approved as to form by the
County Council.

LOCAL FIELD OPERATIONS PLAN
IV. EDD/SDA Coordinated Services Strategy July 1, 1994 -June 30, 1996 for
Antioch 036, Pleasant 11111096 and Richmond 035 and the Contra Costa
County SDA.
A. The EDD offices in Contra Costa County and the SDA are fortunate to have had a
cooperative relationship for many years to build upon. We have long been in
agreement on community needs and areas of collaboration. Representatives from
the SDA and EDD offices have met on various issues throughout the year, and
met in April to address the coming year's coordinated services strategy.
B. Areas of collaboration are:
1. Sharing and referring mutual clients
2. Sharing job information and premises resources.
3. Unsubsidized Summer Youth Program
4. Co-location of EDD staff with the Title III contractor.
5. Sharing job information and premises resources for the PIC/SDA GAIN
job development project.
6. Share resources and clients between the PIC's Small Business Resource
center and the entrepreneurial workshop of Pleasant Hill's E.U. program.
C. Projects to be developed and implemented:
1. Sharing Mutual Clients: Local EDD offices and PIC Regional Offices will
refer appropriate clients to make use of each other's services by referral
cards or other mutually agreed upon means. Staff from EDD and Regional
offices may attend each other's staff meetings for the purpose of
information exchange.
2. Sharing Resources/Services:
a) EDD and PIC Regional staff will share job information on job
openings and employee recruitment with the agreement of the
employer. The job holding organization has functional
supervision. EDD will provide access to the automated job Match
System. PIC staff may learn the Job Match system procedures or
work through an EDD staff member to effect client registration,
referral and verification. PIC Regional staff will share unfilled job
orders they obtain. EDD and PIC Regional office staff and the
SDA Administrative office may share premises resources such as
desk space and conference rooms.
Where possible, EDD and PIC staff will plan and implement joint
marketing of programs, such as with the Summer Youth Program.
b) The Contra Costa County EDD Field Offices plan to collaborate
with the.Richmond and Contra Costa County Private Industry
Councils to establish a cooperative resource Information system.
EDD will meet with the PIC staff to share various Informational
resource material, i.e., employer guides, wage information,
dislocated worker publications, other agency handouts, etc. The
information gathered will be mutually evaluated for it's usefulness
to respective agencies in assisting Internal and external customers.
After agreeing upon resource information that can be used, a
structured plan for disseminating the materials will be arranged.
C) EDD Job Service accepts and works with JTPA clients who are
referred to our Jumpstart Resume Workshops.
d) EDD staff will represent CTB/ETP/JTPA and GAIN in local ROP
Orientations presentations.
e) EDD is coordinating with Worldwide Educational services (in the
role of.a PIC contractor) for them to provide testing and
certification of our mutual JTPA clients, to include typing speed,
ten key,Dictaphone and transcribing skill certifications for
potential employers.
3. Unsubsidized Summer Youth Program Services. The,PIC and EDD will
provide a county-wide unsubsidized summer youth jobs program. The
program will be open to all county youths and is intended to create full-
time, part-time, and or temporary summer vacation jobs/positions.
a. In providing Unsubsidized Summer Youth Program Services,EDD
District Offices will:
1. Operate job centers located throughout the county to
receive job orders and register, refer and place youths;
2. Staff each job center with at least one (1)EDD job service
staff person; and
3. Maintain records and reports as appropriate.
b. In providing Unsubsidized Summer Youth Program Services, PIC
will:
1. Develop and implement a summer jobs advertising
campaign designed to market EDD and the PIC to local
employers;

2. Coordinate the activities of participating county, city and
civic organizations in outreaching to the business
,community, promoting the program and soliciting job
opportunities; and
3. If program is operative, promote the Targeted Tax Credit
Program to enhance summer youth employment.
4. Workers Assistance Center: Contingent upon continued State
funding, EDD will outstation at least one staff number at the PIC
Workers Assistance Center, 2425 Bisso Lane, Suite 260, Concord,
CA. This staff member will assist in rapid response activities for
the Contra Costa substate area, will provide or assist in the JTPA
eligibility determination of Title III participants, and in the
assessment, counseling, training referral, provision of job search
training,.job development and placement of JTPA participants. The
PIC will provide EDD outstationed staff with space, clerical
support, telephone access and program direction from the Workers
Assistance Center's Manager.
EDD anticipates increased EDWAA funding for 1994-95 and will
accordingly increase staffing to include some'portion of staff from
each of the three EDD offices to coordinate provision of services
to the East, West and Central parts of the County.
5. PIC/GAIN Job Development Project: PIC/SDA staff have been
assigned to a job development project in the Central,East, and
West portions of the County. EDD will provide access to the
automated Job Match system and appropriate job openings. PIC
staff may either learn the job Match system procedures or work
through EDD staff to effect client registration, referral, and
verification. PIC staff will share unfilled job orders they obtain,
with the concurrence of the employer. Each agency retains
functional supervision over job listings they obtain.
6. Entrepreneurship: Eligible clients interested in entrepreneurship
will have access to EDD's EU resources and the SDA's Small
Business Resource Center resources.
D Quarterly Meetings
PIC staff and EDD representatives will meet quarterly to discuss operational
issues arising from this agreement, to explore the possibility of CO-location of
services and to explore other coordinative efforts.

E. General Conditions
1. Indemnification. Pursuant to Section 895.4 of the California Government
Code, each party hereto agrees to indemnify and hold the other party
harmless from all liability for damage to persons or property arising out of
or resulting from the acts or omissions of the indemnifying party.
2. Amendments. This Agreement may be modified or amended by a written
document executed by the Agency and the Contra Costa County Board of
Supervisors, or, after Board approval, by its designee, subject to any
required State or Federal approval.
3. Changes to Procedures. Changes to procedures which do not change this
Agreement will be made only upon prior discussion and approval between
PIC staff and EDD Field Office Managers in meetings described in
A.5. above.
4. Termination. This Agreement may be terminated by either party, at their
sole discretion, upon thirty days' advance written notice prior to the date of
termination.
