Allen Little, Fire Chief y'z C )Sta DATE: July 6 , 1994 COY SUBJECT: Moraga Fire Protection District Special Tax Levy (Fire Floe) for FY 1994-95 SPECIFIC REQUEST(S) OR RECOMMENDATION(S ) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: establish a tax rate of 3 . 5 cents per gallon of fire flow for FY 1994-95 in the Moraga Fire Protection District as recommended by the Moraga Fire Commission. (Resolution attached) FINANCIAL IIMPACT: Provides additional revenue of approximately $288, 750 in FY 1994-95 for the Fire District . REASONS FOR RECOMMENDATIONjBACKGROUND: In June of 1980, voters of the Moraga Fire Protection District approved a permanent fire flow taxing authority to Maintain Fire District services and capital outlay programs . In November of 1992, the voters approved an increase in the maximum rate from 6 . 0 cents to 30 . 0 cents . Fire flow tax rates ranging from 0 to 30 .0 cents are established annually by the Board of Supervisors in their capacity as Governing Board of the Moraga Fire Protection District. County Ordinance 80-19 requires the fire flow tax rate be set by the Board of Supervisors no later than July 31 , 1994 for levy in FY 1994-95 . Due to financial concerns about the adequacy of the District ' s general fund in Fiscal Years 1992-93 and 1993-94 , the fire flow tax rate was levied at 6 .0 cents for both fiscal years . Given the current status of funding and the potential for further property tax shifts due to the . State ' s ongoing budget problems , the Moraga Fire Commission believes it is prudent to levy the rate at 3 . 5 cents in FY 1994-95 . Additional revenue from voter approved fire flow taxes will help ensure that the District ' s existing service levels are maintained and capital projects can be funded in FY 1994-95 .
