SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Art Lathrop) , to execute on behalf of the County, Contract Amendment Agreement #23-175-1, effective July 1, 1994, to amend Short Form Service Contract #23-175 (effective December 1, 1993 through November 30, 1994) with PRC/Public Sector, Inc. , with a payment limit increase of $10, 000, from $22 , 000 to a new total Contract Payment Limit of $32, 000, for enhancement of the County's Emergency Medical Services Interface System. II. FINANCIAL IMPACT: This Contract is included in the Health Services Department's Budget and the source of funding is 100% Measure H. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Message Transmission Network is a computer link being designed to interlock the County's five Fire/Medical Dispatch Centers, Sheriff's Dispatch and ambulance dispatch centers. In 1992, the initial design of the System was established by B.J. Inc. , under contract with the County (Emergency Medical Services [EMS] ) , using the existing All County Criminal Justice Information Network (ACCJIN) . This design allows for linkage with police dispatch centers, as well. The System is intended to decrease time and errors in the County's dispatch process. In early January 1994, the County Administrator approved, and the Purchasing Agent executed, Short Form Service Contract #23-175 with PRC/Public Sector, Inc. to modify the Sheriff's Dispatch System Software to allow for integration of the County's EMS System into the countywide dispatch network. Approval of Contract Amendment Agreement #23-175-1 will allow the Contractor to provide additional software which will add a monitoring capability to the System. County and Contractor agree therefore to amend said Contract as set forth below while all other parts of the Contract remain unchanged and in full force and effect. 1. Payment Limit Increase. The Contract Payment Limit set forth in Paragraph 5 . (Payment Limit) is hereby increased by $10, 000, from $22 , 000 to a new Contract Payment Limit of $32,000. 2 . Amendment of Contractor's Obligations. Paragraph 7 . (Contractor's Obligations) is hereby deleted and replaced with a new Paragraph 7 , to read as follows: 117 . Contractor's Obligations. Contractor shall provide the following described services: a. System integration and software modifications to Contractor's software which has been previously licensed to the County. Said modifications will allow inclusion of the Department's Emergency Medical Services (EMS) into the Countywide automated dispatch network and will be incorporated in Contractor's software licensing agreement with the County. Contractor's services shall be provided in accordance with Contractor's letters dated April 13 , 1993 and September 8, 1993 , which are attached hereto and incorporated herein by reference. b. Provision of a software enhancement to the County's EMS Interface which will add a monitoring capability. Said enhancement shall be provided in accordance with the proposal set forth in Contractor's letter to the Contra Costa County Sheriff's Department (Attention: Mr. Kurt Hallmeyer) , dated May 16, 1994, (and any revisions, modifications, or amendments thereto) which is incorporated herein by reference, and a copy of which is on file in the County's EMS Office, 50 Glacier Drive, Martinez, California.
