Dear Supervisors:
We provided you with a copy of our organization's RESOLUTION TO
IMPROVE CREDIBILITY OF STATE GOVERNMENT. For your information an
article by Copley News Service published Friday, September 17,
1993, is enclosed.
We are requesting that each of the 58 Boards of Supervisors
throughout California announce an endorsement of this proposal.
We strongly believe the rationale of the Alameda County Grand
Jury is valid.
Also enclosed is a copy of a formal Citizen Complaint which has
been mailed to the Contra Costa County Grand Jury.
Respectfully request a copy of action you take on this matter be
mailed to the above address.

BRIEF SUMMARY OF PROBLEM: '
The State Government of California has fallen into low esteem and
published reports reveal California's Legislative Counsel,
responding to requests of legislators, prepares legislation the
contents of which are part or wholly unconstitutional.
WHEN DID YOU .FIRST LEARN OF OR DISCOVER THIS PROBLEM?
Ongoing. Specifically, The Grand Jury, County of Alameda ( 1981-
82) , upon evaluation of "Legislative Operating Fuad" expenditures
stated " . . .it is apparent that at the state level there is no
citizen body charged with review of problems such as the control
and audit of (this fund) . "
WHAT ACTION DO. YOU WANT THE GRAND JURY TO TAKE?
Petition the California Legislature to author a constitutional
amendment establishing a State Grand Jury which would be made up
of impartial citizens charged with responsibilities on a state
level similar to those responsibilities of a County Grand Jury.

WHEREAS: The State Government of California has fallen into low esteem;
and
WHEREAS: The Grand Jury, County of Sacramento has asserted it "has no
'watchdog' responsibility for any operation of State government that does not involve
criminal misconduct"; and
WHEREAS: Published reports reveal California's Legislative Counsel,
responding to requests of legislators, prepares legislation the contents of which are in
part or wholly unconstitutional; and
WHEREAS: Attorney General Opinion No. 87-1204, in effect stated Section
9130 California Government code, was unconstitutional; and
WHEREAS: Section 9130, California Government was the statute behind which
California's State Controller took refuge in his failure to audit expenditure claims
against-the appropriation of taxpayer resources known as the "Legislative Operating
Fund"; and
WHEREAS: The Grand Jury, County.of Alameda (1981-82) upon evaluation of
the foregoing, stated "...it is apparent that at the state level there is no citizen body
charged with review of problems such as the control and audit of (this fund)"; and
WHEREAS: The Grand Jury, County of Alameda (1981-82) recommended the
pursuit of "...establishing of a state Grand Jury which would be made up of.impartial
citizens' charged with responsibilities on a state level similar to those responsibilites of :t
county Grand Jury.
NOW, THEREFORE, BE IT RESOLVED: That the California Legislature
author a constitutional amendment in compliance with the recommendation of the
Grand Jury of Alameda, and that such amendment be submitted to the voters of
California during the next (awfully permitted election; and
BE IT FURTHER RESOLVED: That copies of-this resolution be sent to
Governor Pete Wilson, all members of the California.Legislature, and the Boards of
Supervisors of the Counties of California.
The foregoing resolution was adopted at a regular meeting of the Northern
California Coalition for Limited Government, held on the 15th Day of September, 1993.
