THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on September 28, 1993, by the following vote:

SUBJECT: Policy Issues on County Health Care
The Board received a letter dated September 17, 1993 from Pauline
A. Wills, M.D. , Chairperson, Contra Costa Community Coalition for
Managed Care, P.O. Box 1364 , E1 Cerrito, 94530, in conjunction with the
District Hospitals and the Alameda-Contra Costa Medical Association,
requesting an indication from the Board that Mark Finucane is fully
authorized to represent the Board on policy issues with regard to
reformulating the County initiative under Medi-Cal .
IT IS BY THE BOARD ORDERED that this matter is referred to the
County Administrator and the Health Services Director to draft the
response for Board consideration before sending it to the Contra Costa
Community Coalition for Managed Care.
I hereby certify that this is a true and correct copy of
an action taken and entered on the minutes of the Board of
Supervisors on the date shown.

Dear Board of Supervisors:
As you are aware, the State Department of Health Services has requested our
group, The District Hospitals, and the Alameda-Contra costa Medical Association
to meet in negotiation with Marc Finucane to reformulate the county initiative
under Medi-Cal. The staff of the State Health .Departm-.nt are attending these
negotiations to answer technical questions related to 'State policies.
We want to be certain that Mr. Finucane is fully authorized to represent your
board when policy issues are on the table with regard to the county initiative.
Mr. Finucane has indicated that in some areas under discussion, he may have to
go before the board in order to endorse certain changes within the county
initiative (also referred to as "Health First" Proposal) .
In order to facilitate these changes we need an indication from your board as to
how to proceed, without having to return repeatedly to board meetings for your
endorsement of each change we wish to make in that proposal with Mr. Finucane's
concurrence.
An early reply to this letter will facilitate the negotiating process.
