Patricia Lind McGaa, a 14-year old, appeared and told her story of being the child of a non-complying parent. The Board expressed their appreciation to the District Attorney for his efforts in developing the program, and to Patricia for her appearance and telling her story. CC: County Administrator ATTESTED �a l G/ 3 District Attorney Phil Batchelor,Clerk of the Board of Supervisor McPeak SupmiwsxWCouWyAdminisftW M382/7-138 / BY _ DEPUTY Report of District Attorney Gary Yancey and Supervisor Sunne Wright McPeak Implementing Use of CCTV Community Access Programming to Increase Compliance With Court-Ordered Support On July 13, 1993, the Contra Costa County Board of Supervisors directed District Attorney Gary Yancey and Supervisor Sunne Wright McPeak to develop a process for increasing compliance with court-ordered child support utilizing the CCTV Community Access Program Channel. It is recommend that Contra Costa County implement a program targeting parents who: 1) owe large amounts of back child support (over $10,000) and who are more than six months in arrears; 2) either live in Contra Costa County or who have contacts with Contra Costa County. The purpose of the program is twofold: 1) to seek the public's assistance in providng information on the location of a parent or the assets of a parent who meets the above criteria; and 2) to provide information to the public on services available from the District Attorney's Office regarding family support. Legal limitations prohibit divulging information for any purpose other than administering child support enforcement programs, and the following procedures would be followed to protect against publicizing cases which do not meet the criteria. A. A senior collection officer in the District Attorney's Office will review any file being considered for telecast to insure the parent being sought meets the criteria. B. A letter will be sent to the last-known address of the parent to advise that they qualify for the program. The letter will offer the parent the opportunity to contact the District Attorney's Office to make arrangements for the payment of arrearages, thereby avoiding having their name placed on the list for telecast. The letter will also provide information on procedures the parent should follow if they believe there is an error on the amount of back child support owed. The letter will include a special telephone number so that these calls will go directly to the senior collection officer reviewing potential cases. This insures that these calls will not be handled in the routine manner of other calls of inquiry. C. The District Attorney's Office will obtain the consent of all custodial parents to insure against divulging names which could cause inadvertent harm to the children by virtue of publicity. If a custodial parent chooses not to consent to the process, the name of the absent parent will not be publicized. A special line will be set aside for such calls, and they may be made anonymously. Volunteers and an answering machine will be utilized to receive these calls. The list of the names of parents being sought will be shown at many times over the course of a month. The first Monday of each month, a new list will be televised. DATE: loJSC-22L.
