SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION APPROVE and AUTHORIZE the General Services Director, or his designee, to negotiate the lease on the Mountain View Elementary School site with the Martinez Unified School District. II. FINANCIAL IMPACT The funds for the lease will provide from the 1992-1993 Head Start and Child Development programs. No County funds or match are involved with this request. III. CONSEQUENCES OF NEGATIVE ACTION A decision not to approve this contract would result in the loss of needed child care, community services, and recreation for children and families residing in the Martinez area of Contra Costa County. REASONS FOR RECOMMENDED ACTION The Mountain View School has been surplused by the School Board of the Martinez School District on May 29 , 1993 . As a matter of law the Board has offered the sixty day notice to all jurisdictions. That notice time limit ended September 7 , 1993 and the decision was made at the School Board meeting on September 14, 1993 to negotiate the use of the site with the community and the Community Services Department. The CSD has been an active participant with the community and the School Board in the decision making process for the, site. The general consensus of the neighborhood is to keep the site for a community center, child care, and recreation. The School Board has concurred. This proposal seeks to lease the school building and grounds with option to buy. The CSD proposes to take the lead to develop the site in collaboration with the American Indian Cultural Associa- tion, Tosco Oil, the Mt. View Neighborhood Association, Black Families Association, and other committed community groups and to negotiate the lease at minimum cost due to the present condition of the structure. By obtaining control of the site the CSD and community groups can identify and apply for funds through CDBG, Head Start, and various other State, Federal and Foundation grants. Tosco refining has agreed to do pro bono Architectural, Engineering, and asbestos review if this site control is achieved.
