SF BAY AREA TRANSIT FEDERATION )
The Board of Supervisors of Contra Costa County RESOLVE:
WHEREAS, the 1991 Intermodal Surface Transportation and Efficiency Act (ISTEA)
sets the stage for new cooperation and partnership among general purpose government
jurisdiction, local transportation operating agencies, and regional transportation planning
agencies;
WHEREAS, ISTEA provides flexible funding to invest in transportation solutions that
best achieves regional mobility and environmental objectives;
WHEREAS, the Metropolitan Transportation Commission is the regional transportation
planning agency for the San Francisco Bay Area, and has responsibility for preparing a Regional
Transportation Plan which sets forth regional priorities for transportation development;
WHEREAS, the centerpiece of the Regional Transportation Plan is the Metropolitan
Transportation System which defines a multimodal system of transportation services and facilities
that are of regional significance crucial to the mobility needs of the nine-county San Francisco
Bay region;
WHEREAS, the effective operation of, and prudent investments in the Metropolitan
Transportation System hinge on the common objective of delivering to the public an efficient,
effective, and fully integrated public transit system;
WHEREAS, an open regional forum for consensus decision-making, which includes the
participation of transit operators, transportation planning agencies, and general purpose
government, exists within the framework of the Regional Transportation Plan development
process at the Metropolitan Transportation Commission;
NOW THEREFORE, the Contra Costa County Board of Supervisors supports the
enhancement and expansion of regional rail passenger service in the Bay Area, which includes
both intercity and commuter rail services, and that these regional rail passenger services should
be fully integrated with the region's rail and bus transit operators.
FURTHERMORE, the Contra Costa County Board of Supervisors requests that 1994
Regional Transportation Plan, now under preparation by the Metropolitan Transportation
Commission, reflect a fully integrated regional transit service within the Metropolitan
Transportation System concept, as follows:
a) Consider forming a federation of all Bay Area rail and bus transit operators that
will plan, coordinate, and implement an integrated rail, waterborne, and bus
transit system for the nine county San Francisco Bay Region;
b) This federation of the region's transit operators shall be governed by an Oversight
Board, comprised of County and City elected representatives, MTC
Commissioners and members of Transit District Board of Directors, which shall
have four primary oversight responsibilities:
1. Review for consistency and make determination that the Short
Range Transit Plans for each of the region's bus transit operators
provides efficient and effective services in a manner which feeds
into and complements the region's substantial investment in rail
and waterborne transit, to the maximum extent possible;
2. Review for consistency and make determination as to whether the
acquisition and construction of rail, bus, and/or waterborne transit
facilities within the nine county region enhance the integration of
rail, waterborne, and bus transit services in the Bay Area transit;
3. Review for consistency and make determination that each update
of the Regional Transportation Plan will satisfy the goal of
providing a fully integrated bus, rail, and waterborne transit
system which serves the nine-county San Francisco Bay region.
4. Develop a Bay Area Transit Operating Board which will oversee
the region's transit operations.
