SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Adopt resolution authorizing the Director of Community Development
to submit a Transit Capital Improvement grant application to
Caltrans to fund a rail station / intermodal facility study for
northwest Contra Costa County.
FISCAL IMPACT
No ,impact on County funds. If Transit Capital Improvement funds
are awarded by the state, this action would have a positive impact.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The California Department of Transportation (CalTrans) is
soliciting formal project applications for the FY 1994-95 Transit
Capital (TCI) Improvement Program. The Director of Community
Development has submitted a TCI grant application to fund planning
and development of a rail station / intermodal transit facility to
serve northwest Contra Costa County. This proposed study would be
the first step in the process to establish a permanent rail /
intermodal transit facility to serve the residents in northwest
Contra Costa County. The Board has previously adopted a resolution
in support of establishing an Amtrak train station in the Town of
Crockett. The Transportation Committee recommends the Board of
Supervisors adopt the .attached resolution which authorizes the
Director of Community Development to submit a TCI grant application
and delegates general authority to make commitments to the State
mandates under TCI program.

The Board of Supervisors of Contra Costa County RESOLVE:
WHEREAS, the California Department of Transportation
(CalTrans) , is receiving applications for Fiscal Year 1994-95 under
the State Transit Capital Improvement (TCI) program to fund
specific intercity rail projects;
WHEREAS, the Board of Supervisors adopted a resolution on
February 11, 1992 in support of establishing an Amtrak train
station in the Town of Crockett to serve the residents of northwest
Contra Costa County;
WHEREAS, Contra Costa County is interested in developing a
permanent rail station / intermodal transit facility to serve the
residents of northwest Contra Costa County; and
WHEREAS, preparation of a feasability study and/or development
plan would be the first step in developing a rail station /
intermodal transit facility for northwest Contra Costa County; and
WHEREAS, a rail station / intermodal transit facility study
would be eligible for State TCI program funding and Contra Costa
County is an eligible applicant for such funding.
NOW THEREFORE, the Board of Supervisors of Contra Costa County
does hereby authorize the Director of Community Development to
submit an application to CalTrans for TCI program funds to develop
a rail station / intermodal facility plan for the northwest portion
of Contra Costa County and, through this resolution, hereby
delegates general authority to the Director of Community
Development to commit the County to the legally binding commitments
as contained in the State TCI grant program.
