SUBJECT: STATUS REPORT FROM THE JUVENILE HALL
REPLACEMENT ADVISORY GROUP
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS :
1 . REQUEST that the County Probation Officer review and revise
his current Risk Assessment tool for young people confined to
Juvenile Hall and provide a copy of the revised Risk
Assessment tool to our Committee on December 13, 1993 .
2 . REQUEST the Juvenile Hall Replacement Advisory Group to
provide their final report and recommendations to our
Committee on December 13, 1993 .
BACKGROUND:
On April 20, 1993, the Board of Supervisors approved
recommendations from our Committee on this subject, including a
request that the Juvenile Hall Replacement Advisory Group provide
a further status report to our Committee in September, 1993 .
We met with Chris Adams, Clyde Parkhurst, Belle Lipsett and Linda
Baker from the Juvenile Hall Replacement Advisory Group on
September 13, 1993 . Chris Adams reported for the Advisory Group
and made the following six points :
1 . Placement Study: The Advisory Group has reviewed the most
appropriate type of placement for juvenile hall inmates . They
have concluded that secure detention is not needed for many.
Rather, an adequate supply of alternative community placement
options is needed in such areas as resources for runaways and
children' s mental health facilities, neither of which this
County provides at present. The Advisory Group is looking at
various options for meeting these needs .

2 . Risk Assessment: The Advisory Group recommended that the
County Probation Officer review his current Risk Assessment
tool and review it. It is felt that this can be done now by
the Probation Department staff with their current resources .
3 . Resources : The Advisory Group noted that the Board of
Supervisors will have to determine whether additional
resources can be made available for alternatives to the
juvenile hall . Decisions on this point will have a
significant impact on the size of any replacement juvenile
hall, since if adequate alternative resources can be made
available the size of the juvenile hall can be reduced.
4 . Mission and Vision Statement: The Advisory Group has a
Committee working on a mission and vision statement. It will
include the concept that the County needs a continuum of care
which is consistent with the demands of public safety and the
needs of the individual young people.
5 . Programmer: The Advisory Group has screened applications for
a programmer to assist with the next steps in the Advisory
Group' s work. The Board of Supervisors will have this issue
before it on September 21, 1993 .
6 . Summary: The Advisory Group has a meeting scheduled with the
Police Chiefs Association on September 22, 1993 at 3 : 30 P.M.
They plan to share with the Chiefs where the Advisory Group is
with their work and seek input from the Chiefs as to what
their needs are in relation to juvenile detention.
The Advisory Group indicated that it expects to have available by
the first part of December their final report. We have, therefore,
asked them to present their final report to our Committee on
December 13, 1993.
