RECOMMENDATION:
APPOINT to the minority-owned business seat on the Equal Employment
Opportunity Advisory Council to complete a unexpired term ending
November 30, 19941:

BACKGROUND:
On May 25, 1993, the Board of Supervisors accepted the resignation
of Catherine Broussard from the Equal Employment Opportunity
Advisory Council . Ms . Broussard had held the minority-owned
business seat on the Council. On June 22, 1993, the Board of
Supervisors agreed to have our Committee advertise for this vacancy
and interview the candidates .
We have advertised for this vacancy and have contacted those
minority-owned businesses which have been certified by our staff as
minority-owned and which are located in Contra Costa County. We
received a number of applications . Six candidates appeared for the
-interviews on September 13, 1993.
All of the candidates are well qualified and all expressed a very
real interest in helping the County to monitor its Affirmative
Action Program, MBE/WBE Contract Compliance Program and serve as a
linkage between the County and minority business owners who may be
interested in doing business with the County.

We are recommending the appointment of Audrey Rice Oliver to this
position. There is a distinct need to add more women to the
Advisory Council and Ms . Oliver was the only woman we interviewed.
She also, however, has an impressive grasp of the issues facing
minority-owned businesses and has developed and directed
affirmative action and MBE/WBE programs in California as well as in
other states and has impressive credentials as her attached resume
demonstrates .
However, we also want to find a way to personally involve each of
the applicants, perhaps by forming a special Ad Hoc Panel on
outreach to minority businesses . Several of the applicants
mentioned bonding requirements as a very real problem for small,
minority-owned businesses . We are asking the Affirmative Action
Officer to consider ways in which we could use the talents,
dedication and interest of these individuals in forging an even
stronger link between the County and the minority-owned business
community in the County. It may be that such an Ad Hoc Panel could
serve as a subcommittee of the Equal Employment Opportunity
Advisory Council, providing recommendations on ways in which the
County could accomplish better outreach to minority-owned
businesses and assist them with some of the problems which make it
difficult for minority-owned businesses to learn about or
successfully bid on work with the County.

CAREER ACCOMPLISHMENTS:
• Developed first MBE plan to be approved by U.S. Department of Transportation, Urban
Mass Transit Administration(UMTA) Office of Civil Rights.
• Coordinated one of the largest MBE financial transactions in the country with three minority
firms (financial management, taw, financial underwriting) participating in agency's $1
billion revenue bond program.

• Substantially increased dollar amounts and percentages of agency contracts awarded to
minority firms, exceeding program goals.
• Identified minority firms in nontraditional areas(e.g., financial management, management
information systems, systems engineering) and developed for two agencies their first
directories of minority businesses.
• Instituted an innovative series of MBE community forums to introduce minority businesses
to the agency, its officials, and its needs and to familiarize the agency with minority
business resources.

• Developed concept and authored Transit Education Workbook for Denver Public Schools -
